United States senators and <strong>the</strong>ir staff members are <strong>the</strong> <strong>in</strong>tended audience for this excellent<br />

manual. One of <strong>the</strong> very few, if not only, examples of a manual that guides <strong>the</strong> development of<br />

a records management program <strong>with</strong><strong>in</strong> an elected official's office, this manual provided <strong>the</strong><br />

basis for <strong>the</strong> chart that lists common function, records types and records management<br />

solutions. An excellent resource.<br />

This ground-break<strong>in</strong>g book provides an excellent and thorough discussion about <strong>the</strong> nature of<br />

United States congressional records, from creation to archival preservation. Though geared to<br />

congressional records, much can be applied to state legislative records and this manual would<br />

not have been possible <strong>with</strong>out this book. It provided <strong>the</strong> basis for discussions relat<strong>in</strong>g to<br />

records ownership, common legislative functions, common record formats, suggested records<br />

series and general records ma<strong>in</strong>tenance.<br />

An excellent resource for legislators and <strong>the</strong>ir staff. This website provided <strong>the</strong> basis for <strong>the</strong><br />

manual's framework and, <strong>in</strong> order to facilitate consistency, much of <strong>the</strong> specific legal and<br />

procedural text was taken directly from this website, <strong>in</strong>clud<strong>in</strong>g discussions about<br />

confidentiality, pack<strong>in</strong>g and prepar<strong>in</strong>g boxes and Texas government statutes.<br />
