Poverty <strong>in</strong> <strong>Myanmar</strong> 44<br />

raw materials <strong>on</strong>ly to domestically capture the value added of the process<strong>in</strong>g. On the other hand,<br />

adequate quality and food safety c<strong>on</strong>trol measures for imported products would protect <strong>Myanmar</strong>'s<br />

c<strong>on</strong>sumers from Ch<strong>in</strong>ese food imports of questi<strong>on</strong>able quality, simultaneously provid<strong>in</strong>g its own<br />

producers a k<strong>in</strong>d of <strong>in</strong>fant <strong>in</strong>dustry advantage. And Mandalay's producers need to be able to tap <strong>in</strong>to<br />

the grow<strong>in</strong>g market demands for cholesterol free vegetable oil.<br />

Other sectors that do promote rural as well as <strong>in</strong>dustrial development are sugarcane and cott<strong>on</strong>.<br />

Though the sugar cane <strong>in</strong>dustry is fac<strong>in</strong>g a number of problems, SME sugar process<strong>in</strong>g plants are<br />

grow<strong>in</strong>g. Cott<strong>on</strong>, planted at nearby river pump<strong>in</strong>g sites, could provide the base for a revived and<br />

restructured weav<strong>in</strong>g <strong>in</strong>dustry.<br />

Together with Kayah and Yang<strong>on</strong>, Mandalay has the potential to become the manufactur<strong>in</strong>g power<br />

house of <strong>Myanmar</strong>. The shift share analysis does not show this potential, because, <strong>in</strong> fact, most of<br />

Mandalay's manufactur<strong>in</strong>g bus<strong>in</strong>esses were shr<strong>in</strong>k<strong>in</strong>g <strong>in</strong> the past five years. But despite the problems<br />

the sector experienced, the skills and the <strong>in</strong>stituti<strong>on</strong>al <strong>in</strong>frastructure are <strong>in</strong> place, at least to a larger<br />

degree as <strong>in</strong> most other S/R of <strong>Myanmar</strong>. Based <strong>on</strong> its experience with jeep assembly, the Divisi<strong>on</strong><br />

could, e.g., develop a local motor bike <strong>in</strong>dustry for which demand is likely to boom <strong>in</strong> the years to<br />

come. The accumulati<strong>on</strong> and expansi<strong>on</strong> of these skills and networks form the basis of slowly mov<strong>in</strong>g<br />

the ec<strong>on</strong>omy more and more from the edges of a product space to its centre. It is <strong>in</strong> the<br />

Government's hands not to let these resources slip away.<br />

Mandalay is <strong>in</strong> the centre of <str<strong>on</strong>g>regi<strong>on</strong>al</str<strong>on</strong>g> c<strong>on</strong>nectivity and trade demand. Trade has been a growth driver<br />

of Mandalay's <str<strong>on</strong>g>regi<strong>on</strong>al</str<strong>on</strong>g> development, and transit trade has large potentials. This requires the further<br />

development of logistic services and multi modal transport systems and hubs to ensure physical as<br />

well as <strong>in</strong>stituti<strong>on</strong>al c<strong>on</strong>nectivity.<br />

The revival or establishment of all these <strong>in</strong>dustries requires governmental acti<strong>on</strong>: first of all, the<br />

transport <strong>in</strong>frastructure needs to be improved and expanded, and electricity supply needs to be<br />

reliable. Sec<strong>on</strong>dly, the Government needs to establish a predictable and facilitat<strong>in</strong>g bus<strong>in</strong>ess<br />

envir<strong>on</strong>ment, which allows the private sector to reliably plan for many years ahead and <strong>in</strong>vest<br />

accord<strong>in</strong>gly. Third, the government should directly or <strong>in</strong>directly foster the required bus<strong>in</strong>ess services.<br />

These <strong>in</strong>clude basic research <strong>on</strong> optimal seeds and cropp<strong>in</strong>g systems -a typical governmental task-,<br />

but also the provisi<strong>on</strong> of f<strong>in</strong>ancial services needed for the complex and costly modernisati<strong>on</strong><br />

processes, and market research and <strong>in</strong>formati<strong>on</strong>.<br />

The <strong>in</strong>creased productivity and competitiveness ga<strong>in</strong>ed will allow rais<strong>in</strong>g wages, attract further skills,<br />

and reduce <strong>poverty</strong>. As benchmark, the Government of Mandalay could <strong>in</strong>vest about 55 billi<strong>on</strong> Kyat<br />

annually to elim<strong>in</strong>ate <strong>poverty</strong>.
