Poverty <strong>in</strong> <strong>Myanmar</strong> 46<br />
does, of course, require the establishment of functi<strong>on</strong><strong>in</strong>g value cha<strong>in</strong>s, from hatch<strong>in</strong>g to overseas<br />
market<strong>in</strong>g, as well as a support<strong>in</strong>g <strong>in</strong>stituti<strong>on</strong>al and quality <strong>in</strong>frastructure.<br />
The development of aquaculture requires additi<strong>on</strong>al protecti<strong>on</strong> from floods which can be effectively<br />
facilitated by mangrove rehabilitati<strong>on</strong>. Such rehabilitati<strong>on</strong> will attract wildlife and could become a<br />
special tourist attracti<strong>on</strong> for M<strong>on</strong> State. Tourism development needs to be seen <strong>in</strong> a very holistic<br />
manner, from the moment of arrival to potential side activities (such as those mangrove trips) to<br />
healthcare and security.<br />
F<strong>in</strong>ally, M<strong>on</strong> might benefit from some trad<strong>in</strong>g activities, especially en route between Thailand and<br />
Yang<strong>on</strong>, and could also develop some value added activities around its m<strong>in</strong>ded gold.<br />
As benchmark, the Government of Ch<strong>in</strong> could <strong>in</strong>vest about 14 billi<strong>on</strong> Kyat annually to elim<strong>in</strong>ate<br />
<strong>poverty</strong>.
