<strong>Transport</strong> infrastructure<br />

Table 3.1<br />

Table 3.1 provides estimates <strong>of</strong> engineering construction work done on transport<br />

infrastructure by both private <strong>and</strong> public sector organisations. Estimates exclude<br />

the cost <strong>of</strong> l<strong>and</strong>; the cost <strong>of</strong> repair <strong>and</strong> maintenance activity; the construction <strong>of</strong><br />

buildings; the value <strong>of</strong> transfers <strong>of</strong> existing assets; the value <strong>of</strong> installed machinery<br />

<strong>and</strong> equipment not integral to the structure; <strong>and</strong> expenses for relocation <strong>of</strong> utility<br />

services. Estimates for the construction <strong>of</strong> airport runways are included in the roads<br />

<strong>and</strong> bridges measure.<br />

Statistics are provided for the sector providing engineering construction services<br />

<strong>and</strong> the sector that is expected to own the project at the time <strong>of</strong> completion. Thus,<br />

statistics for work done by the private sector for the public sector summarise the work<br />

done by the private sector engineering construction companies on projects that are<br />

owned by the public sector at the time <strong>of</strong> completion. When a project is undertaken<br />

as a Private Public Partnership (PPP) or similar arrangement, it is classified according<br />

to the expected ownership <strong>of</strong> the project at completion. PPPs may be classified as<br />

private sector even if ownership eventually resides with the public sector.<br />

ABS provides both current price <strong>and</strong> chain volume measures for the value <strong>of</strong><br />

engineering construction work done by the private sector for the private sector;<br />

by the private sector for the public sector; <strong>and</strong> by the public sector. Deflators for<br />

these chain volume measures were calculated by BITRE <strong>and</strong> applied to estimates for<br />

transport construction to create approximate volume adjusted estimates for transport<br />

engineering construction.<br />

BITRE regularly prepares estimates <strong>of</strong> road expenditure sourced from unpublished<br />

ABS Government Finance Statistics (GFS) <strong>and</strong> internal Department <strong>of</strong> <strong>Infrastructure</strong>,<br />

<strong>Transport</strong>, <strong>Regional</strong> Development <strong>and</strong> Local Government data. There have been a<br />

number <strong>of</strong> methodological changes in the compilation <strong>of</strong> estimates over time, with<br />

the most significant being the ABS adoption <strong>of</strong> accrual based accounting for GFS in<br />

1998–99. In addition, data are subject to revision as non-road related expenditures<br />

are identified. Estimates include private road related expenditure from 1998–99<br />

onwards.<br />

Data provided are estimates <strong>of</strong> expenditure on roads by each level <strong>of</strong> government<br />

from their own sources rather than the total expenditure on roads by that level <strong>of</strong><br />

government. Commonwealth <strong>and</strong> state estimates <strong>of</strong> expenditure may include grants<br />

to other levels <strong>of</strong> government for expenditure on roads.<br />

Estimates are presented at constant 2006–07 prices calculated using the BITRE Road<br />

Construction <strong>and</strong> Maintenance Price Index.<br />
