• Develop Standard Operating Procedures <strong>for</strong> the <strong>Evacuation</strong> Team to include:<br />

• Roles and responsibilities based on functional areas.<br />

• Leadership positions based on ICS and standardized criteria.<br />

• Basic and advanced ICS training <strong>for</strong> key personnel.<br />

• Scalable team training and exercise program.<br />

• Back-up or Continuity of Operations Plan.<br />

• Establish relationships with Federal, State, and local response agencies and<br />

community based organizations (CBOs) <strong>for</strong> full integration of all participants<br />

• Develop Memoranda of Understanding or Agreements (MOU/MOA) with local<br />

response agencies and CBOs.<br />

• Create handouts reflecting the positioning and responsibilities of the <strong>Evacuation</strong><br />

Team components. These handouts should be posted at established command<br />

centers.<br />

2.3 Local, State and Federal Assistance<br />

The following questions <strong>for</strong> Consideration and Supporting Actions statements are useful<br />

in clearly defining the roles of local, State and Federal government in an evacuation and<br />

how those roles will be executed using the Emergency Plan.<br />

Considerations<br />

• What are the roles of local, State and Federal emergency management agencies<br />

during an evacuation event?<br />

• How will jurisdictional responsibilities affect the nature, scope, and size of the<br />

evacuation?<br />

• How does the stadium’s Emergency Plan outline the coordination ef<strong>for</strong>ts of local,<br />

State and Federal emergency management agencies with respect to an evacuation?<br />

• Who will be in charge of this coordination ef<strong>for</strong>t?<br />

Supporting Actions<br />

• Obtain in<strong>for</strong>mation on local laws, regulations, and mutual aid agreements that<br />

may impact an evacuation ef<strong>for</strong>t.<br />

• Develop MOUs/MOAs between stadium management and local, State and<br />

Federal emergency management agencies.<br />

• Obtain local endorsement of the <strong>Evacuation</strong> Plan through adoption or consensus<br />

by the local stakeholders, with sign-off (see Appendix D).<br />

• Determine the chain of command among the various governmental organizations<br />

participating in evacuation activities.<br />

2.4 Surrounding Industry/Private Sector Assistance<br />

The following questions <strong>for</strong> Consideration and Supporting Actions statements are useful<br />

in clearly defining and establishing the roles and responsibilities of the private sector and<br />

the resources that will be available from the surrounding industry/private sector.<br />
