Many of the definitions in this glossary are derived from language used in Federal<br />

laws or included in National plans, including the Homeland Security Act of 2002,<br />

USA PATRIOT Act of 2001, the National Incident Management System, and the<br />

National Response Framework.<br />

Asset: Refers to contracts, stadiums, property, electronic and non-electronic<br />

records and documents, un-obligated, or unexpended balances of appropriations,<br />

and other funds or resources (other than personnel).<br />

Consequence: The result of a terrorist attack or other hazard that reflects the<br />

level, duration, and nature of the loss resulting from the incident.<br />

Homeland Security Exercise and Evaluation Program (HSEEP): is a<br />

capabilities and per<strong>for</strong>mance-based exercise program that provides a standardized<br />

methodology and terminology <strong>for</strong> exercise design, development, conduct,<br />

evaluation, and improvement planning.<br />

Joint In<strong>for</strong>mation Center (JIC): A facility established to coordinate all incident<br />

related public in<strong>for</strong>mation activities. It is the central point of contact <strong>for</strong> all news<br />

media. Public in<strong>for</strong>mation officials from all participating agencies should colocate<br />

at the JIC.<br />

Jurisdiction: A range or sphere of authority. Public agencies have jurisdiction at<br />

an incident related to their legal responsibilities and authority. Jurisdictional<br />

authority at an incident can be political or geographical (e.g., according to<br />
