Appendix F: Exercising the Evacuation Plan
The stadium’s Emergency Plan should provide guidance on the preparation and conduct
of exercises for assessing preparedness and identifying areas for improvement relating to
the overall Emergency Plan and the various subordinate plans i.e., the Evacuation Plan.
The DHS has created the Homeland Security Exercise and Evaluation Program
(HSEEP) 2 which provides common exercise policy and program guidance that
constitutes a national standard for exercises. The HSEEP includes consistent terminology
that can be used by all exercise planners, regardless of the nature and composition of their
sponsoring agency or organization. The HSEEP also provides tools to help exercise
managers plan, conduct, and evaluate exercises to improve overall preparedness.
The types of exercises that best meet the stadium’s requirements are identified through
analyses of the capabilities the stadium is attempting to validate; the training and
exercises it has already conducted; and the resources available for exercise planning,
conduct, and evaluation. The HSEEP has identified seven exercise types, as shown in
Table 1. The utilization of the HSEEP guidelines will result in a focused and results
oriented exercise.
