History<br />

NNSA was established in 2000 as a separately organized agency within DOE. The NNSA Act<br />

(Title XXXII <strong>of</strong> the National Defense Authorization Act for Fiscal Year 2000, Public Law 106-<br />

65) specifies that the NNSA's national security missions are:<br />

* To enhance U.S. national security through the military application <strong>of</strong> nuclear energy;<br />

* To maintain and enhance the safety, reliability, and performance <strong>of</strong> the U.S. nuclear<br />

weapons stockpile (including the ability to design, produce, and test) in order to meet<br />

national security requirements;<br />

* To provide the U.S. Navy with safe, militarily-effective nuclear propulsion plants and<br />

ensure the safe and reliable operation <strong>of</strong> these plants;<br />

* To promote international nuclear safety and nonproliferation;<br />

* To reduce global danger from weapons <strong>of</strong> mass destruction; and,<br />

* To support U.S. leadership in science and technology.<br />

NNSA is currently responsible for the management and security <strong>of</strong> the Nation's nuclear<br />

weapons, defense nuclear nonproliferation, and naval reactor programs. NNSA responds to<br />

nuclear and radiological emergencies, both in the U.S. and abroad. In addition, NNSA agents<br />

provide safe and secure transportation <strong>of</strong> nuclear weapons and components and special nuclear<br />

materials, along with other missions supporting national security.<br />

In 2002, NNSA reorganized and eliminated regional operations <strong>of</strong>fices in New Mexico,<br />

California, and Nevada. Contract and project management oversight responsibility for NNSA's<br />

laboratories, plants, and special facilities was given to individual site <strong>of</strong>fices. NNSA<br />

Headquarters retained responsibility for strategic and program planning, budgeting, and<br />

oversight <strong>of</strong> research, development, and nonproliferation activities. In addition, a Service Center
