Key Strategies and Timing<br />

At the beginning <strong>of</strong> CY 2008, the Administrator developed the following four key areas or<br />

"themes," as well as a listing <strong>of</strong> the NNSA's highest priorities, to be addressed over the next 12<br />

months. The four key themes are:<br />

* "Securing and Maintaining an Aging Stockpile without Nuclear Testing;"<br />

* "Transitioning from a Nuclear Weapons Complex to an Integrated National Security<br />

Enterprise;"<br />

* "Advancing Nonproliferation and Countering Nuclear and Radiological Terrorism;" and,<br />

* "Expanding our Technical Excellence while Developing the Next Generation <strong>of</strong> National<br />

Security Scientific, Engineering and Program Management Talent."<br />

2008 Priorities:<br />

* Transform the nuclear weapons stockpile through Life Extension Programs (LEPs) and by<br />

meeting Advanced Certification Program milestones.<br />

* Reduce the overall stockpile level in accordance with the President's goal and <strong>Department</strong> <strong>of</strong><br />

Defense (DoD) requirements; meet and then exceed the scheduled levels <strong>of</strong> weapons<br />

dismantlements at Pantex.<br />

* Consolidate nuclear materials by removing at least 11 metric tons <strong>of</strong> special nuclear material<br />

from NNSA sites for processing and final disposition.<br />

* Reach a Record <strong>of</strong> Decision (ROD) and finalize the acquisition strategy in 2008 for the<br />

Transformation <strong>of</strong> the Complex. In addition, complete and then implement the acquisition<br />

strategy for the Naval Reactors laboratories.<br />

* Complete Materials Protection, Control, and Accountability upgrades to an additional 49<br />

Russian buildings containing weapons-usable material. Downblend 1.2 metric tons <strong>of</strong><br />

Russian Highly-Enriched Uranium (HEU) to Low-Enriched Uranium. Complete installation<br />

<strong>of</strong> nuclear detection monitors at 51 border crossings in 12 countries, and at 11 Megaports in<br />

10 countries and cease production <strong>of</strong> Russian fissile material at two reactors, eliminating the<br />

annual creation <strong>of</strong> 800 kgs <strong>of</strong> weapons-grade plutonium.<br />

* Expand Nonproliferation and Threat Reduction Initiatives including: converting or shutting<br />

down eight HEU-fueled reactors; repatriating 374 kgs <strong>of</strong> fresh and spent HEU; installing<br />

detectors in 49 foreign sites; and, recovering thousands <strong>of</strong> excess radiological sources.
