ABSTRACT<br />

Human operators play critical informati<strong>on</strong>processing and decisi<strong>on</strong>making<br />

roles in command, c<strong>on</strong>trol and communicati<strong>on</strong> (C3) systems. Thesesystems are<br />

characterizedby extreme complexity, and functi<strong>on</strong>al and geographic diversity.<br />

In this paper, we present a methodology,based <strong>on</strong> the c<strong>on</strong>cept of hierarchical<br />

decompositi<strong>on</strong>,for the quantitative analysis and design of such systems. Our<br />

approachbegins with an analytic decompositi<strong>on</strong>of the C2 process into<br />

functi<strong>on</strong>s,al<strong>on</strong>g with the c<strong>on</strong>comitant associati<strong>on</strong> of objectivesto functi<strong>on</strong>s.<br />

The functi<strong>on</strong>s,al<strong>on</strong>g with the associatedobjectives, in turn, are subdivided<br />

into well-definedentities or tasks that are amenable toanalYtic modeling<br />

and/or empirical descripti<strong>on</strong>. The task level analysis is integratedinto an<br />

evaluati<strong>on</strong>of specificC2 functi<strong>on</strong>s. The existing modeling technology for<br />

task analysisand integrati<strong>on</strong> is discussed, al<strong>on</strong>g with the researchneeded to<br />

augment this technology base to arrive at a unified methodology for the<br />

descripti<strong>on</strong>,analysis and, ultimately, the design of C3 systems.<br />
