Thesesystems are characterizedby extreme complexity, and functional and geographic diversity. In this paper, we present a methodology,based on the concept of hierarchical decomposition,for the quantitative analysis and design of such systems. Our approachbegins with an analytic decompositionof the C2 process into functions,along with the concomitant association of objectivesto functions. The functions,along with the associatedobjectives, in turn, are subdivided into well-definedentities or tasks that are amenable toanalYtic modeling and/or empirical description. The task level analysis is integratedinto an evaluationof specificC2 functions. The existing modeling technology for task analysisand integration is discussed, along with the researchneeded to augment this technology base to arrive at a unified methodology for the description,analysis and, ultimately, the design of C3 systems.
