<strong>Using</strong> <strong>Historic</strong> <strong>Landscape</strong> <strong>Characterisation</strong><br />
Hertfordshire – HLC and the Stevenage West of A1(M) Proposal<br />
The aim of this project was to provide information for the local planning authority’s<br />
consideration of applications to build 3200 - 5000 houses on a site west of Stevenage<br />
in Hertfordshire. An area much larger than the proposal site was selected for analysis,<br />
allowing the site to be placed in its landscape context, with a remit to use the existing<br />
HLC to assess:<br />
The historic development of the landscape<br />
The extent of ‘ancient field systems’ (pre-18th century - date of the earliest<br />
survey map)<br />
The impact of landscape change since 1880<br />
The impact of post-1950 field boundary loss<br />
Most of the field boundaries and other historic landscape features that were present<br />
in the Study Area by the 18th century still survive. Even though the environmental<br />
quality of the fields themselves has in most instances been considerably altered by<br />
agricultural development and their biodiversity much reduced, the historic landscape of<br />
the area retains much of its older character and integrity.<br />
The progressing East of England HLC (which will eventually cover Bedfordshire,<br />
Cambridgeshire, Essex and Hertfordshire) has shown that such a degree of survival<br />
is rare not only within Hertfordshire but also within the region.<br />
The planning application for the development will go through the public inquiry process<br />
during 2004. It is anticipated that HLC will have some influence on the design of the<br />
development, if it is allowed to proceed. However, should it be granted permission,<br />
pressure will increase dramatically on the wider landscape included in the study,<br />
between Stevenage and Luton. HLC will therefore also be used to inform the strategy<br />
for the long-term management of the historic landscape of this area via agrienvironment<br />
schemes and other management agreements.<br />
