Macedonian municipalities take part in<br />
“Expo Real” in Germany again this year<br />

hree Macedonian municipalities – Centar,<br />
Gostivar and Bitola – and the “Kozhuv”<br />
ski resort participated in the<br />
EXPO REAL Fair in Munich, Germany, in the<br />
period from 6 to 8 October 2008. This International<br />
Commercial Property Exhibition is<br />
attended by a large number of potential investors<br />
from all over the world, and this year,<br />
too, they were interested in “discovering”<br />
attractive projects and favourable investment<br />
conditions despite the ongoing global<br />
economic crisis. The presentation at the Fair<br />
was organized by GTZ (German Association<br />
for Technical Support) and the Foreign Investments<br />
Agency, Invest Macedonia.<br />
The Municipality of Bitola presented its project<br />
on the “Zabeni” industrial zone and a<br />
hotel; Centar Municipality took part with its<br />
project on “Cable Railway to the Millennium<br />
Cross,” and Gostivar Municipality – with the<br />
project “Business Centre and Sports Complex”.<br />
Presented at the Fair were projects of<br />
a total of 12 municipalities from Macedonia,<br />
including Aerodrom Municipality, which had<br />
sent seven projects: “Nice Hotels,” “Business<br />
and Residential Centre,” “First Skyscraper<br />
in Macedonia,” “Shopping Mall,” “Sports,<br />
Recreational and Entertainment Area,” “IT<br />
University” and “International Training and<br />
Research Centre”. Radovis Municipality sent<br />
its project “Trade Mall – Closed Market”; Valandovo<br />
Municipality – the project for “Housing<br />
and Business Complex”, Kocani Municipality<br />
– the projects for “Industrial Zone,<br />
Light Industry” and “Thermal Aqua Park”.<br />
Stip Municipality took part with the project<br />
“Kezovica Thermal Spa Complex”; Krusevo<br />
Municipality – with the project “Musica Ski<br />
Resort,” and Ohrid Municipality – with the<br />
project titled “Bavarian village”. The Municipality<br />
of Sveti Nikole presented its projects<br />
titled “Devil’s Wall” and “Spa Tourist Resort,”<br />
and Rosoman Municipality presented its<br />
project titled “Rehabilitation Centre”.<br />
A ZELS representative presented the projects<br />
of all the municipalities, particularly<br />
those that did not have their own representatives<br />
attending. Also presented at this Fair<br />
was Macedonia as a whole, as the positive<br />
place for investment. The Fair’s organizers<br />
welcomed the Macedonian delegation officially.<br />
On 8 October, in addition to the successful<br />
projects that presented Macedonia,<br />
a cocktail was organized as well, where the<br />
guests could taste the Macedonian wine.<br />
The cocktail was opened by the Deputy<br />
Minister of Local Self-Government, Faruk<br />
Feratoski.<br />

Project “B-Integrated Ecological Permits”<br />
Inter-municipal Cooperation<br />
– Necessity in Issuing<br />
B-Integrated Pollution and<br />
Preventive Control Permits<br />
In the first stage of realization of the “B-Integrated Ecological<br />
Permits” Project, ZELS implemented eight trainings<br />
on the procedure of issuing and preparing B-Integrated<br />
Permits, which is under the municipalities’ competence. Due<br />
to the conclusion that certain municipalities do not have defined<br />
capacities to implement this procedure, a special session<br />
was held at which the possible manners of establishing<br />
a mechanism of inter-municipal cooperation in this field was<br />
presented. The team of experts that worked with the representatives<br />
of the municipal administrations, concluded after<br />
the realization of the trainings that about 50 per cent of the<br />
total number of B-Integrated Pollution and Preventive Control<br />
(IPPC) installations are deployed in several municipalities:<br />
Veles, Bitola, Prilep, Kicevo, Kumanovo and the City of<br />
Skopje. In line with the legal regulations referring to human<br />
resources at the national level, the issuance of B-permits<br />
requires employment/appointment of a minimum of 85 persons<br />
in the local administrations (84 municipalities and the<br />
City of Skopje). Under the current conditions, this requirement<br />
poses a serious burden on most of the municipal administrations.<br />
At the same time, it is frequently the case that<br />
an employed person in charge of IPPC also performs various<br />
other tasks that are not in direct relation to the IPPC. This<br />
problem results in an inappropriate administrative treatment<br />
of the issues related to B- Integrated Permits. From the aspect<br />
of inappropriate human resources appointment, particularly<br />
in the municipalities with a small or medium number of<br />
installations (two to five), there is no IPPC-designated official<br />
or an officer is designated but is also burdened with other<br />
tasks. This category of municipalities has an urgent need to<br />
establish cooperation with the municipalities that are in a<br />

Have Twice Bigger Needs<br />
for Waste Containers<br />
In accordance with the Law on Public Hygiene, which came into<br />
force on 22 September 2008, the Government of the Republic<br />
of Macedonia has announced a bid for the procurement of about<br />
22,000 garbage containers, through a procedure that is to be completed<br />
in January next year.<br />
For this purpose, ZELS has estimated gathered and systematized, in<br />
figures, the needs of the local governance units in the country for<br />
garbage containers. At the moment, the municipalities in Macedonia<br />
need about 5,000 plastic and metal containers, the size of 1,100<br />
to 5000 liters. The households in the country need about 34,000<br />
waste bins the size of 80 to 600 liters, and the cities need about<br />
12,000 urban waste bins the size of 80 liters.<br />
For the time being, the local governance units in Macedonia need about<br />
50,000 garbage containers, which is twice more than the figure planned<br />
by the Government to assist the municipalities. The municipalities will<br />
have to purchase the remaining quantities from their own budgets.<br />

Due to the administrative set-up that includes ten ‘urban’ local<br />
governance units, the City of Skopje is a specific example<br />
of inter-municipal cooperation. The competences regarding<br />
the IPPC regime are located in the city administration. This,<br />
in turn, requires intensification of cooperation with the city<br />
inspectorate in the process of analyzing/processing the B-<br />
permit applications, particularly with regard to control of the<br />
application data. The experts recommended, in the case of<br />
Skopje City, to establish regular, institutionally established, cooperation<br />
between the IPPC unit of the City of Skopje and the<br />
environment units in the municipalities of the City of Skopje.<br />
The process of filing applications with the installations and<br />
the issuance of B-Permits on the part of the municipalities is<br />
of great importance. To illustrate, the installations concerning<br />
the sectors of slaughterhouse, farm and butchery will not be<br />
able to apply for the relevant parts of the IPARD Fund unless<br />
they have a B-Permit. And most of the existing B-IPPC installations<br />
belong to the following sectors: mineral industry, food<br />
processing and intense poultry and ham production farms.
