Minutes of the <strong>Belknap</strong> <strong>County</strong> Convention<br />
Meeting February 9, <strong>2009</strong> at 6:30 PM<br />
Members Present: Representatives Millham, Veazey, Nedeau, Merry, Fields, Pilliod,<br />
Bolster, Miller, Flanders, Russell, Boyce, Reever, Wendelboe, Arsenault,<br />
Swinford and St. Cyr.<br />
Also present: Commissioners Boothby, Philpot, Administrator Shackett, and<br />
Greg Goddard from Gunstock, <strong>County</strong> Department heads, Admin Assistant Bovill,<br />
members of the press, members of the public and outside agencies.<br />
The meeting began with the pledge of allegiance.<br />
1. Cell Tower Project: Greg Goddard, Gunstock General Manager explained<br />
that a new more current tower is needed where the Crown Atlantic LLC<br />
tower currently exists on Rowe Ridge. All the local carriers/providers are<br />
on that tower. The intention is to construct the new tower right next to the<br />
old tower and then to move the existing equipment from the old tower to<br />
the new tower. Ultimately, once this is complete, the old tower will be removed.<br />
This will be an extension from the term of the current lease. This<br />
will provide additional revenue to Gunstock. In addition, the company has<br />
agreed to also install 3 additional repeater antennas for Gunstock if they<br />
supply the equipment. Greg is also trying to get a camera installed on top<br />
at the summit. If he is successful they will install that for Gunstock too.<br />
This new agreement will extend the lease out over 50 years (automatically<br />
renewing every 5 years). In order for this to take place, it needs to be ratified<br />
by the <strong>County</strong> Convention. M/Reever, S/Boyce to approve and ratify this<br />
extension of lease as presented by Gunstock Manager. Rep. Nedeau asked to<br />
amend the motion by adding that the old tower needs to be removed within a<br />
60 day period after final completion of the new tower. S/Boyce to include in<br />
motion. Discussions ensued. Chair Millham asked for public input. There<br />
being none. All in favor. Opposed, none. Unanimously approved. Motion<br />
carries.<br />
2. HB 253: Chair Millham explained that last week, HB 253 regarding a<br />
change in the Gunstock statute was heard by the House Municipal and<br />
<strong>County</strong> Government Committee. Rep. Pilliod has introduced an amendment<br />
in response to the concerns of the <strong>County</strong> Commissioners. Rep. Pilliod, Bol-<br />
