- Most <strong>of</strong> <strong>the</strong> spr<strong>in</strong>g locations <strong>in</strong> <strong>the</strong> mounta<strong>in</strong>ous areas were difficult to access by car and team<br />
members frequently had to walk to reach <strong>the</strong> sampl<strong>in</strong>g po<strong>in</strong>t. Because <strong>the</strong> test kits are heavy<br />
to carry, future field teams should have at least one man on board.<br />
- The report forms used <strong>in</strong> <strong>the</strong> project were useful and might also be used <strong>in</strong> regular <strong>water</strong><strong>quality</strong><br />
monitor<strong>in</strong>g.<br />
- The field teams frequently encountered transportation problems (e.g. breakdowns, lack <strong>of</strong><br />
fuel). Cars could not always cope with <strong>the</strong> wea<strong>the</strong>r and road conditions, and not all sampl<strong>in</strong>g<br />
sites could be easily reached.<br />
- It was difficult to f<strong>in</strong>d places to sleep <strong>in</strong> rural areas.<br />
4.3 Field kits<br />
Some consumables provided with <strong>the</strong> Wagtech test-kits (e.g. pH buffers and conductivity standard<br />
solutions) leaked dur<strong>in</strong>g transportation and damaged many <strong>of</strong> <strong>the</strong> membrane filters by soak<strong>in</strong>g<br />
<strong>the</strong>m. Fortunately, Wagtech replaced both <strong>the</strong> spilled solutions and <strong>the</strong> membrane filters with<strong>in</strong><br />
two weeks after <strong>the</strong> tra<strong>in</strong><strong>in</strong>g.<br />
A seal<strong>in</strong>g gasket was miss<strong>in</strong>g from a filtration apparatus, but Wagtech aga<strong>in</strong> provided a<br />
replacement with<strong>in</strong> two weeks.<br />
The digital arsenator was not used <strong>in</strong> <strong>the</strong> RADWQ project because <strong>of</strong> <strong>the</strong> low concentrations <strong>of</strong><br />
arsenic <strong>in</strong> <strong>the</strong> <strong>water</strong> sources <strong>in</strong>vestigated.<br />
4.4 Added value <strong>of</strong> <strong>the</strong> project and potential future uses<br />
“The experience ga<strong>in</strong>ed <strong>in</strong> <strong>the</strong> project is not only made for <strong>the</strong> folders, but will have a life after <strong>the</strong><br />
project.” (Dr Aliev Samarid<strong>in</strong>, Chief Doctor <strong>of</strong> <strong>the</strong> Republican SES, and RADWQ project<br />
coord<strong>in</strong>ator).<br />
The RADWQ project fostered collaboration between <strong>the</strong> <strong>in</strong>stitutions concerned with provid<strong>in</strong>g<br />
<strong>dr<strong>in</strong>k<strong>in</strong>g</strong>-<strong>water</strong> and/or deal<strong>in</strong>g with <strong>dr<strong>in</strong>k<strong>in</strong>g</strong>-<strong>water</strong> <strong>quality</strong> issues, particularly between <strong>the</strong> rayon<br />
SES, local authorities and Vodokanal agencies. Thus, <strong>the</strong> project re<strong>in</strong>forced awareness <strong>of</strong> <strong>water</strong><br />
<strong>quality</strong> issues and <strong>of</strong> <strong>the</strong> impact <strong>of</strong> <strong>water</strong> <strong>quality</strong> on public health. The project also triggered<br />
discussions about viable monitor<strong>in</strong>g approaches <strong>in</strong> Tajikistan, and it re-emphasized <strong>the</strong> important<br />
role <strong>of</strong> government bodies <strong>in</strong> that task.<br />
A work<strong>in</strong>g group, led by <strong>the</strong> Republican SES, will look <strong>in</strong>to <strong>the</strong> details <strong>of</strong> <strong>the</strong> sanitary risks and<br />
will give recommendations for remedial actions/preventative measures to improve <strong>the</strong> <strong>water</strong><br />
supplies. This analysis will also provide <strong>in</strong>put to <strong>the</strong> development <strong>of</strong> sanitary norms that are<br />
currently be<strong>in</strong>g developed <strong>in</strong> Tajikistan.<br />
National project team members (e.g. laboratory staff, coord<strong>in</strong>ators) are now better qualified <strong>in</strong><br />
<strong>water</strong>-<strong>quality</strong> analysis, particularly <strong>in</strong> <strong>the</strong> use <strong>of</strong> field test<strong>in</strong>g equipment, and <strong>the</strong>y acquired<br />
practical experience <strong>in</strong> implementat<strong>in</strong>g surveys to monitor <strong>water</strong>-<strong>quality</strong>. Thus, <strong>the</strong> project<br />
contributed to build<strong>in</strong>g <strong>the</strong> capacity <strong>of</strong> government bodies <strong>in</strong> plann<strong>in</strong>g and implement<strong>in</strong>g <strong>water</strong><strong>quality</strong><br />
<strong>assessment</strong>s. The effects <strong>of</strong> this achievement will cont<strong>in</strong>ue beyond <strong>the</strong> end <strong>of</strong> <strong>the</strong> project.<br />
For <strong>the</strong> first time <strong>in</strong> Tajikistan, <strong>the</strong> RADWQ project provided a statistically representative picture<br />
<strong>of</strong> <strong>dr<strong>in</strong>k<strong>in</strong>g</strong>-<strong>water</strong> <strong>quality</strong> and sanitary conditions. The data provide good basel<strong>in</strong>e <strong>in</strong>formation for<br />
optimiz<strong>in</strong>g national approaches to <strong>water</strong>-<strong>quality</strong> monitor<strong>in</strong>g and <strong>in</strong>tervention strategies for<br />
improv<strong>in</strong>g <strong>water</strong> safety <strong>in</strong> <strong>the</strong> country.<br />
With support from <strong>in</strong>ternational donor agencies, <strong>the</strong> Republican SES plans to extend <strong>the</strong> RADWQ<br />
study to evaluate <strong>dr<strong>in</strong>k<strong>in</strong>g</strong>-<strong>water</strong> <strong>quality</strong> and sanitary conditions at unimproved sources and <strong>in</strong><br />
rayons not covered by <strong>the</strong> pilot study. The goals are to ga<strong>in</strong> a more representative picture <strong>of</strong> <strong>the</strong><br />
<strong>quality</strong> <strong>of</strong> <strong>the</strong> <strong>water</strong> actually consumed by <strong>the</strong> majority <strong>of</strong> <strong>the</strong> Tajik population, and to compare<br />
<strong>water</strong> <strong>quality</strong> <strong>of</strong> improved and unimproved sources.<br />
The field test<strong>in</strong>g equipment provided through <strong>the</strong> RADWQ project will cont<strong>in</strong>ue to be used by <strong>the</strong><br />
Tajik government for rout<strong>in</strong>e <strong>water</strong>-<strong>quality</strong> monitor<strong>in</strong>g. The portable test kits proved to be very<br />
useful under Tajik conditions, where <strong>the</strong> lack <strong>of</strong> transportation and an unreliable power supply<br />
frequently hamper efficient monitor<strong>in</strong>g by standard procedures. The test kits complement<br />
laboratory based analyses and help rayon SESs fulfil <strong>the</strong>ir responsibilities to monitor <strong>the</strong> <strong>water</strong><br />
