4.3.3. Political parties today and their electoral results<br />

Unlike many other countries, <strong>Euskadi</strong> has more than two major political parties. <strong>The</strong>re are seven<br />

political parties and coalitions in parliament: PNV (<strong>Basque</strong> Nationalist Party), PSE-EE (the <strong>Basque</strong><br />

branch of the Spanish Socialist Party), PP (Popular Party), Batasuna (declared illegal in Spain after<br />

a reform of the law on political parties; voters of Batasuna supported EHAK–Communist Party<br />

of the <strong>Basque</strong> Territories– in the 2005 autonomous community elections), EA (Eusko<br />

Alkartasuna), Ezker Batua (<strong>Basque</strong> branch of the United Left) and Aralar.<br />

Some parties are <strong>Basque</strong> nationalist (PNV, Batasuna, EA and Aralar), while the rest<br />

are not, although their positions on the so-called “<strong>Basque</strong> problem” vary. <strong>The</strong>y also<br />

propose different models concerning the relationship between <strong>Euskadi</strong> and Spain<br />

(autonomy, federation, confederation or independence), and different proposals for<br />

bringing an end to the political violence. Some are associated with the political left<br />

(PSE-EE, Batasuna, Ezker Batua and Aralar), while the others are not.<br />

A coalition government comprising PNV, EA and EB was in power during the<br />

2001-2005 legislative session, holding 36 out of 75 seats, without reaching the<br />

absolute majority of seats in Parliament. <strong>The</strong> opposition was not homogeneous<br />

either. <strong>The</strong> spread was even wider in the legislative session that convened in<br />

2005. <strong>The</strong> government won 32 seats, and looked for occasional support.<br />

According to the surveys, more people consider themselves non-nationalist<br />

(50%) than nationalist (45%), even though more votes go to nationalist<br />

parties. In fact, the electoral results for autonomous community elections<br />

in 2005 were: nationalists, 53.5%; PP + PSE-EE, 40% and Ezker Batua, 5.4%.<br />

<strong>The</strong> same surveys showed that 31% would like to see an independent nation,<br />

33% a federalist state and 33% a country based on autonomous regions. In<br />

other words, two-thirds of the population is calling for major changes, and the<br />

majority is in favour of self-determination or the freedom to decide.<br />

In the past twenty-five years all of the lehendakaris –Carlos Garaikoetxea, José<br />

Antonio Ardanza and Juan José Ibarretxe– have been nationalists.<br />

<strong>Euskadi</strong> holds elections at the municipal, provincial, autonomous<br />

community, general (Spanish) and European Union levels.
