4.3 Thailand<br />

National responses <strong>to</strong> <strong>climate</strong> <strong>change</strong><br />

Thailand ratified <strong>the</strong> UNFCCC <strong>in</strong> December 1994. Subsequently, Thailand ratified <strong>the</strong><br />

Kyo<strong>to</strong> Pro<strong>to</strong>col <strong>in</strong> August 2002. From 1997 <strong>to</strong> 2000 Thailand developed <strong>the</strong> Initial National<br />

Communication <strong>to</strong> UNFCCC which was funded by Global Environment Facility (MOSTE,<br />

2000). In 2006, <strong>the</strong> Second National Communication <strong>to</strong> UNFCCC commenced.<br />

The National Action Plan on Climate Change <strong>of</strong> Thailand, which was completed <strong>in</strong> 2000,<br />

was <strong>the</strong> f<strong>in</strong>al output <strong>of</strong> <strong>the</strong> US Country Studies Program (Thailand Environment Institute,<br />

2000). The development <strong>of</strong> <strong>the</strong> Action Plan enabled Thailand <strong>to</strong> establish a framework national<br />

<strong>climate</strong> <strong>change</strong> action plan, which consists <strong>of</strong> action plans for mitigat<strong>in</strong>g emissions <strong>of</strong> GHGs<br />

and adapt<strong>in</strong>g <strong>to</strong> <strong>the</strong> adverse impacts <strong>of</strong> <strong>climate</strong> <strong>change</strong>. National goals and objectives were<br />

established for <strong>the</strong> formulation <strong>of</strong> <strong>the</strong> action plan. Programme-based mitigation options were<br />

identified and discussed among groups <strong>of</strong> experts <strong>in</strong> each sec<strong>to</strong>r. A programme <strong>of</strong> consultation<br />

provided an opportunity for public <strong>in</strong>put <strong>in</strong><strong>to</strong> action identification <strong>of</strong> <strong>the</strong> plan.<br />

The adaptation plans were designed based on available <strong>in</strong>formation from systematic<br />

assessments <strong>of</strong> key sec<strong>to</strong>rs: forests; water resources; coastal resources; health and agriculture.<br />

The National Action Plan <strong>in</strong>volved <strong>the</strong> establishment <strong>of</strong> <strong>the</strong> National Climate Change Office<br />

(NCCO) and <strong>the</strong> National Climate Change Fund (NCCF) <strong>to</strong> facilitate its implementation.<br />

The Master Action Plan on National Climate Change as <strong>the</strong> Five-Year Strategy on Climate<br />

Change (2008 – 2012) was approved <strong>in</strong> January 2008 (ONEP, 2008). It outl<strong>in</strong>es measures that<br />

need <strong>to</strong> be undertaken by various agencies, which <strong>in</strong>clude:<br />

• Build<strong>in</strong>g capacity <strong>to</strong> adapt and reduce vulnerabilities <strong>to</strong> <strong>climate</strong> <strong>change</strong> impacts;<br />

• Promot<strong>in</strong>g greenhouse gas mitigation activities based on susta<strong>in</strong>able development;<br />

• Support<strong>in</strong>g research and development <strong>to</strong> better understand <strong>climate</strong> <strong>change</strong>, its impacts<br />

and adaptation and mitigation options;<br />
