<strong>Adaptation</strong> <strong>to</strong> <strong>climate</strong> <strong>change</strong> <strong>in</strong> <strong>the</strong> <strong>countries</strong> <strong>of</strong> <strong>the</strong> Lower <strong>Mekong</strong> Bas<strong>in</strong><br />

8.3 United Nations Development Programme (UNDP)<br />

As part <strong>of</strong> <strong>the</strong> regional Poverty and Environment Initiative (PEI) <strong>of</strong> UNDP and UNEP,<br />

activities relat<strong>in</strong>g <strong>to</strong> <strong>the</strong> ma<strong>in</strong>stream<strong>in</strong>g <strong>of</strong> <strong>climate</strong> <strong>change</strong> issues are proposed or be<strong>in</strong>g carried<br />

out. A regional workshop has been held on ‘Economic development, poverty reduction and<br />

environment and <strong>climate</strong> <strong>change</strong>: Environmental economics for policy makers’ and <strong>climate</strong><br />

<strong>change</strong> adaptation aspects are considered a specific issue at <strong>the</strong> PEI meet<strong>in</strong>gs. Activities with<strong>in</strong><br />

both Cambodia and Lao PDR are <strong>in</strong> <strong>the</strong> prepara<strong>to</strong>ry phase.<br />

Activities <strong>in</strong> Cambodia are likely <strong>to</strong> <strong>in</strong>clude: (i) <strong>in</strong>tegration <strong>of</strong> <strong>climate</strong> <strong>in</strong><strong>to</strong> national plans,<br />

sec<strong>to</strong>ral strategies and <strong>the</strong> decentralization processes; (ii) l<strong>in</strong>k<strong>in</strong>g <strong>climate</strong> <strong>change</strong> with disaster<br />

risk reduction; (iii) up-scal<strong>in</strong>g pilots based on GEF-SGP; and (iv) l<strong>in</strong>k<strong>in</strong>g up with donor<br />

coord<strong>in</strong>ation mechanisms. Activities <strong>in</strong> Lao PDR are likely <strong>to</strong> <strong>in</strong>clude: (i) build<strong>in</strong>g capacity <strong>of</strong><br />

PEI champions and implement<strong>in</strong>g partners <strong>in</strong>clud<strong>in</strong>g <strong>the</strong> M<strong>in</strong>istry <strong>of</strong> Plann<strong>in</strong>g and Investment,<br />

National Committee for Rural Development and Poverty Eradication and <strong>the</strong> UNDP-UNEP<br />

Jo<strong>in</strong>t Environment Unit; (ii) <strong>in</strong>clud<strong>in</strong>g environment <strong>in</strong><strong>to</strong> <strong>the</strong> 7 th National Strategy for Economic<br />

Development and Plann<strong>in</strong>g; and (iii) activities <strong>in</strong> two pilot prov<strong>in</strong>ces.<br />

8.4 Asian Development Bank (ADB)<br />

The GMS Core Environment Program (CEP) supported through ADB’s Regional Technical<br />

Assistance (RETA) 6289, was launched <strong>in</strong> 2006. Phase 1 <strong>of</strong> <strong>the</strong> CEP was from 2006 <strong>to</strong> 2008<br />

and supplementary activities are be<strong>in</strong>g carried out from 2009 <strong>to</strong> 2011. The CEP has five<br />

programme components. Under <strong>the</strong> CEP’s Biodiversity Conservation Corridors Initiative (BCI)<br />

seven <strong>climate</strong> <strong>change</strong> activities are proposed focus<strong>in</strong>g particularly on <strong>in</strong>frastructure aspects <strong>of</strong><br />

<strong>climate</strong> <strong>change</strong> and adaptation, but also <strong>in</strong>clud<strong>in</strong>g aspects on disaster preparedness capacity for<br />

communities <strong>in</strong> <strong>the</strong> BCIs:<br />

• Research <strong>in</strong><strong>to</strong> adaptation <strong>of</strong> rice yield varieties <strong>in</strong> dry (upland) and wet rice (lowland)<br />

areas with<strong>in</strong> BCI pilot sites;<br />

• Carbon neutral transport corridors: green<strong>in</strong>g and carbon sequestration;<br />

• Reduction <strong>of</strong> emissions <strong>in</strong> transport sec<strong>to</strong>r (freight) along economic corridors through<br />

policy framework and <strong>in</strong>centives;<br />

• Promotion <strong>of</strong> ‘Reduc<strong>in</strong>g Emissions from Deforestation and Degradation’ or REDD<br />

proposals through Carbon Fund<strong>in</strong>g Facilities and <strong>in</strong>tegration <strong>of</strong> BCI pilot sites <strong>in</strong><strong>to</strong><br />

national benchmark<strong>in</strong>g and capacity build<strong>in</strong>g for REDD;<br />

• Assessment <strong>of</strong> selected <strong>in</strong>frastructure adaptation/relocation costs;
