8.15 Australian National University (ANU)<br />

Regional <strong>climate</strong> <strong>change</strong> activities<br />

A key strength <strong>of</strong> <strong>the</strong> Australian National University (ANU) is <strong>in</strong> <strong>climate</strong> <strong>change</strong> research<br />

and education. The ANU established <strong>the</strong> ANU Climate Change Initiative <strong>to</strong> draw upon <strong>the</strong><br />

wealth <strong>of</strong> expertise <strong>in</strong> human, biophysical and <strong>in</strong>tegrated systems with<strong>in</strong> <strong>the</strong> university. Skills<br />

with<strong>in</strong> <strong>the</strong> Initiative range from fundamental <strong>climate</strong> science <strong>to</strong> economics, governance and<br />

law — provid<strong>in</strong>g quality and depth <strong>of</strong> expertise <strong>in</strong> <strong>the</strong>se areas, as well as skills <strong>in</strong> <strong>in</strong>tegration.<br />

The staff at <strong>the</strong> ANU Integrated Catchment Assessment and Management Centre (iCAM)<br />

a is a team <strong>of</strong> researchers that specialise <strong>in</strong> <strong>in</strong>tegrated environmental modell<strong>in</strong>g, <strong>in</strong>tegrated<br />

assessment <strong>the</strong>ory and practice, and development <strong>of</strong> <strong>to</strong>ols for policy and decision-makers.<br />

iCAM have conducted range <strong>of</strong> studies, <strong>in</strong>clud<strong>in</strong>g those focussed on <strong>climate</strong> <strong>change</strong>. Previous<br />

activities <strong>in</strong> <strong>the</strong> SE Asian region <strong>in</strong>clude <strong>the</strong> Integrated Water Resource Assessment and<br />

Management project <strong>in</strong> Thailand (ACIAR) and a capacity build<strong>in</strong>g tra<strong>in</strong><strong>in</strong>g programme <strong>in</strong> risk<br />

assessment and management (MRC).<br />

8.16 Oxfam<br />

Oxfam has been implement<strong>in</strong>g disaster risk management projects <strong>in</strong> Viet Nam and <strong>in</strong> a process<br />

<strong>of</strong> <strong>in</strong>tegrat<strong>in</strong>g disaster relief and <strong>climate</strong> adaptation activities <strong>in</strong> <strong>the</strong> livelihood programmes.<br />

Some <strong>of</strong> Oxfam’s priority activities are reported below.<br />

• Support<strong>in</strong>g community cop<strong>in</strong>g mechanisms and community managed disaster risk<br />

reduction and <strong>climate</strong> <strong>change</strong> adaptation: Oxfam is provid<strong>in</strong>g Tra<strong>in</strong><strong>in</strong>g <strong>of</strong> Facilita<strong>to</strong>r<br />

(ToF) courses for prov<strong>in</strong>cial, district and commune leaders and implement<strong>in</strong>g a<br />

moni<strong>to</strong>r<strong>in</strong>g mechanism for support<strong>in</strong>g communities.<br />

Commune leaders are now organiz<strong>in</strong>g tra<strong>in</strong><strong>in</strong>g courses for women and men on disaster<br />

risk mitigation and preparedness. Communities develop and distribute <strong>in</strong>formation<br />

through home visits, group discussions and announcements over loudspeakers.<br />

Communes set up early warn<strong>in</strong>g mechanisms; collect <strong>in</strong>formation from different sources<br />

and announce early warn<strong>in</strong>g messages through loudspeakers. They identify evacuation<br />

centres and prepare rescue efforts. Oxfam has provided rescue equipment. Communities<br />

construct small-scale <strong>in</strong>frastructure like community roads <strong>to</strong> <strong>the</strong> evacuation centre.<br />

People ma<strong>in</strong>ta<strong>in</strong> <strong>the</strong>ir own houses and <strong>to</strong>ilets and relocate lives<strong>to</strong>ck and poultry and assets<br />

<strong>to</strong> safe areas before a disaster strikes. The poorest families also receive flexible funds <strong>to</strong><br />

res<strong>to</strong>re <strong>the</strong>ir livelihood accord<strong>in</strong>g <strong>to</strong> <strong>the</strong>ir need.<br />

• Integrat<strong>in</strong>g risk reduction and development: Community leaders <strong>in</strong> Oxfam’s work<strong>in</strong>g<br />

areas conduct participa<strong>to</strong>ry assessments, identify risks and develop livelihood-related<br />

risk reduction plans. Action has been taken <strong>to</strong> raise awareness about seed preservation,<br />

<strong>the</strong> safety <strong>of</strong> lives<strong>to</strong>ck and poultry, fish farms, nets, boats, handicrafts, and <strong>to</strong>ols. Based<br />
