Maximum Hours<br />

Financial aid eligibility is limited to students that have reached 150%<br />

of attempted hours for their program of study.<br />

Disqualification<br />

Students will be disqualified at the end each academic year in which<br />

one of the following occurs:<br />

Undergraduate Students<br />

• Full-time students who earn less than 24 hours<br />

• Part-time students who earn less than 75% of the hours<br />

attempted<br />

• GPR is less than minimum requirement for continuance<br />

on probation<br />

Graduate Students<br />

• Full-time students who earn less than 15 hours<br />

• Part-time students who earn less than 75% of the hours<br />

attempted<br />

• GPR is less than minimum requirement for continuance<br />

on probation<br />

Re-Qualification<br />

Undergraduate Students – <strong>The</strong> student must enroll without federal aid<br />

and complete the number of hours they are deficient. <strong>The</strong> minimum<br />

GPR must also be received for continuance on probation depending<br />

on your grade level. This work may be completed at <strong>The</strong> <strong>Citadel</strong><br />

without aid or at another institution as long as the hours have been<br />

approved by the Registrar’s Office or <strong>Citadel</strong> Graduate College. It<br />

is the student’s responsibility to notify the Financial Aid Office of<br />

hours transferred from another institution.<br />

Graduate Students – <strong>The</strong> student must enroll without federal aid<br />

and complete the number of hours they are deficient. A minimum of<br />

3.0 GPR must also be received. This work may be completed at <strong>The</strong><br />

<strong>Citadel</strong> without aid or at another institution as long as the hours have<br />

been approved by the <strong>Citadel</strong> Graduate College. It is the student’s<br />

responsibility to notify the Financial Aid Office of hours transferred<br />

from another institution.<br />

Appeals<br />

Students who are determined to be ineligible for financial aid due to<br />

lack of satisfactory academic progress may appeal this decision. An<br />

appeal of any decision concerning initial or continued financial aid<br />

funding must be submitted on a SAP Appeal Form. <strong>The</strong> steps are<br />

outlined below:<br />

1. Make an appointment to meet with a financial aid counselor<br />

once you have received notice that your financial<br />

aid will be disqualified.<br />

2. Complete a SAP Appeal Form. Clearly explain your<br />

circumstances by attaching supporting documentation<br />

and submitting the information to the Financial Aid<br />

Office.<br />

3. Your information will be reviewed by the Financial Aid<br />

Appeal Committee. A decision will be based upon the<br />

information that you provided as well as your records at<br />

<strong>The</strong> <strong>Citadel</strong>.<br />

4. You will be notified of the decision in writing. If you<br />

need to take additional action, you will be advised to<br />

do so. If you feel there were circumstances that were not<br />

reflected in the committee’s decision, you may request<br />

an appointment with the Director of Financial Aid. You<br />

should bring with you any additional documentation that<br />

will specifically explain those pertinent issues you think<br />

should be considered. <strong>The</strong> final level of appeal rests with<br />

the Director of Financial Aid.<br />

Financial Aid Refund and Repayment Policy<br />

Refunds<br />

Financial aid recipients who withdraw from school are eligible<br />

to receive only that portion of the institutionally determined<br />

refund (see the Expenses section of this catalog) which exceeds the<br />

financial aid received. This policy also applies to students on whose<br />

behalf a parent has borrowed a Title IV loan.<br />

Refunds will be returned to the programs from which the student<br />

received aid. <strong>The</strong> Higher Education Amendments of 1998, Public<br />

Law 105-244 changed substantially the way funds paid toward a<br />

student’s education are to be handled when a recipient of Federal<br />

Financial Aid withdraws from school. A statutory schedule is used<br />

to determine the amount of Federal Financial Aid that has been<br />

earned based on the period the student was in attendance. Up<br />

through the 60% point in each payment period of enrollment, a<br />

pro rata schedule is used to determine how much Federal Financial<br />

Aid the student will receive. After the 60% point in the payment<br />

period of enrollment, a student has earned 100% of the Federal<br />

funds awarded for the period.<br />

<strong>The</strong> percentage earned will be calculated based on the following<br />

schedule:<br />

Week 1 6 percent Week 7 43 percent<br />

Week 2 12 percent Week 8 50 percent<br />

Week 3 18 percent Week 9 56 percent<br />

Week 4 25 percent Week 10 60 percent<br />

Week 5 31 percent Week 11-16 100 percent<br />

Week 6 37 percent<br />

For example, if a student has received $1,000 in Federal Financial<br />

Aid and withdraws within the first week of classes, that student will<br />

receive 6 percent ($60) of the aid award applied to total charges.<br />

<strong>The</strong> remaining $940 will be returned to the Federal Financial Aid<br />

programs in the following order:<br />

• Unsubsidized Student Loans<br />

• Subsidized Student Loans<br />

• Perkins Loans<br />

• PLUS Loans/Graduate PLUS Loans<br />

• Federal Grants<br />

• Other Assistance under Title IV<br />

<strong>The</strong> refund and repayment provisions mandated by the Federal<br />

government for Federal Aid Recipients apply when a student<br />

receives financial aid funds and withdraws, drops out, takes an<br />

unapproved leave of absence, fails to return from an approved leave<br />

of absence, is expelled, or otherwise fails to complete the<br />

period of enrollment for which he or she was charged. <strong>The</strong> refund<br />

and repayment requirements DO NOT APPLY to a student who:<br />

• Withdraws, drops out, or is expelled before his or her<br />

first day of class<br />

• Withdraws from some classes, but continues to be<br />

enrolled in other classes, or<br />

• Does not receive funds for the period in question.<br />
