In all <strong>of</strong> these cooperative endeavours, limitations such as electricity supply,<br />
condition <strong>of</strong> buildings and infrastructure, and political climate should be taken into<br />
consideration in developing countries. There is also a need to recognise that<br />
literacy and language <strong>of</strong> presentation can pose problems.<br />
12.6 Conclusion<br />
Since no single library can provide all the services required, co-operation and<br />
networking activities have become a crucial element in working efficiently,<br />
adapting quickly to new circumstances and fulfilling the new and challenging<br />
tasks <strong>of</strong> providing governing organisations with the in<strong>for</strong>mation they need.<br />
Case study<br />
<strong>Libraries</strong> working together to develop best practice<br />
A number <strong>of</strong> Finnish government libraries have gotten together to develop a model<br />
<strong>for</strong> working with departmental colleagues who are engaged in new law drafting<br />
projects. Once these have been identified, the person responsible <strong>for</strong> the project is<br />
contacted and <strong>of</strong>fered the help and support <strong>of</strong> the in<strong>for</strong>mation pr<strong>of</strong>essionals. An<br />
in<strong>for</strong>mation support plan is drawn up to identify the in<strong>for</strong>mation and research<br />
needed and this is allocated to the appropriate experts. Once the project is<br />
complete, the work <strong>of</strong> the in<strong>for</strong>mation services is reviewed both by them and by the<br />
drafters.<br />
