4.02.3 Submission of Preliminary Plat:<br />
(a) Purpose. The preliminary plat is the first of two plats required by these<br />
regulations. The preliminary plat is required in order to properly identify the<br />
property being subdivided, to insure the adherence to required design<br />
standards, to determine improvement proposals, and to guide construction<br />
of the required improvements.<br />
(b) Preparation of Preliminary Plat. Prior to making any street<br />
improvements or installing any utilities, the applicant shall submit to the<br />
Planning Commission a preliminary plat as provided in Section 5.01 and<br />
5.02 of these regulations. Note that the specific information required varies<br />
depending on the subdivision's classification.<br />
4.02.4 Submission of Final Plat:<br />
(a) Purpose. The approved final plat, filed with the Register of Deeds, is<br />
the permanent record of the subdivision as constructed. It shows all<br />
property lines, rights-of-way, easements, notes, certifications, other<br />
dimensions, and other matters pertaining to the land that are important for<br />
the accurate and legal transfer of property, and records the location of<br />
road lines, easements, utilities and improvements as they exist upon the<br />
ground and anything else pertaining to the land as required by planning<br />
staff or the county engineer.<br />
(b) Preparation of Final Plat. After the preliminary plat has been approved<br />
by the Planning Commission and the required improvements have been<br />
installed or appropriate assurance for completion and maintenance of<br />
improvements has been filed, the final plat shall be prepared in<br />
conformance with Section 5.03 of these regulations by a surveyor licensed<br />
in the State of Tennessee.<br />
(c) Submission Within Period of Currency of Preliminary Plat. Approval of<br />
a preliminary plat shall be valid only for a period of twenty-four (24)<br />
months following date of preliminary approval by the Planning<br />
Commission unless a request for an extension has been received and<br />
approved by the Planning Commission prior to expiration of preliminary<br />
approval. Upon expiration of preliminary approval, a final plat of the same<br />
subdivision shall not be considered by the Planning Commission unless<br />
said preliminary plat is submitted for preliminary approval based on<br />
standards in effect at the time of resubmission. For preliminary plats<br />
approved with conditions restricting the number of final lots to four or less<br />
in a 12 month time period; the addition of a fifth or more lot from the same<br />
parent tract shall constitute a Major <strong>Subdivision</strong>.<br />
