Ben shuts the door. He stands still for a moment, taking<br />

in what he’s just heard, and then walks away.<br />

INT. WAITING ROOM / AFFORDABLE HOUSING, CITY HALL - DAY<br />

Ben and George sit in a typically bureaucratic waiting<br />

room amongst other NEW YORKERS in search of a solution to<br />

their housing problems. The light is dim, and the mood is<br />

downcast.<br />

Ben watches an old-fashioned TV set that hangs from the<br />

corner of the ceiling, showing a day time soap opera.<br />

George is searching through the files he has in a satchel<br />

on his lap.<br />

A door opens and a SOCIAL WORKER, a woman in her 50s,<br />

enters.<br />
