education. Resources and capacity constraints make the challenge a daunting one.
The second major challenge is a labour market which has limited absorption capacity
due partly to the limited diversity of the Ghanaian economy. To make matters worse,
the TVET sector has not traditionally established links with the labour market,
resulting in serious mismatches between labour demand and supply. Furthermore,
official Government pronouncements and policies have not been matched by practical
action and support to the TVET sector, hence there is a huge action deficit which
needs to be corrected.
The Schokland TVET project provides an opportunity for local stakeholders in the
TVET sector to partner with Dutch organisations in improving access and quality. It
is hoped that this mapping exercise will give the Dutch partners and local counterparts
a good understanding of the context and options for action towards improving access
and quality in the TVET sector.
