It would be fair <strong>to</strong> say that<br />

<strong>in</strong> 2007, Nicolas Sarkozy<br />

has hardly been camera-shy.<br />

He quickly earned himself <strong>the</strong><br />

moniker “omni-president” from h<strong>is</strong><br />

regular appearances on telev<strong>is</strong>ion<br />

and has garnered unfavourable<br />

compar<strong>is</strong>ons with Italian Prime<br />

M<strong>in</strong><strong>is</strong>ter Silvio Berlusconi for h<strong>is</strong><br />

attempts <strong>to</strong> ga<strong>in</strong> more control over<br />

<strong>France</strong>’s airwaves.<br />

2010 will see <strong>the</strong> biggest changes<br />

<strong>to</strong> <strong>France</strong>’s media <strong>in</strong> decades;<br />

Sarkozy’s controversial cultural<br />

revolution began <strong>in</strong> January<br />

with <strong>the</strong> bann<strong>in</strong>g of prime-time<br />

advert<strong>is</strong><strong>in</strong>g on public service<br />

broadcast<strong>in</strong>g (PSB) channels. <strong>The</strong><br />

changes have sparked mass protests<br />

from journal<strong>is</strong>ts, with strikes at<br />

<strong>France</strong> 3 d<strong>is</strong>rupt<strong>in</strong>g schedul<strong>in</strong>g,<br />

and over 80 hours of heated debates<br />

<strong>in</strong> parliament.<br />

From January 5 th , no advert<strong>is</strong><strong>in</strong>g <strong>is</strong><br />

allowed on PCB channels from 8<br />

pm until 6 am. Sarkozy’s reforms,<br />

which were passed through<br />

parliament <strong>to</strong> howls of der<strong>is</strong>ion,<br />

Government media revolution sees state TV go advert free<br />

<strong>The</strong> Sw<strong>in</strong>e Flu saga<br />

cont<strong>in</strong>ued th<strong>is</strong><br />

month with <strong>the</strong><br />

news that <strong>France</strong> <strong>is</strong><br />

now look<strong>in</strong>g <strong>to</strong> sell most of<br />

its vacc<strong>in</strong>e. One month ago<br />

<strong>the</strong> vacc<strong>in</strong>ation process was<br />

beg<strong>in</strong>n<strong>in</strong>g <strong>to</strong> pick up pace<br />

follow<strong>in</strong>g a sharp <strong>in</strong>crease <strong>in</strong><br />

sw<strong>in</strong>e flu-related deaths, but<br />

with grow<strong>in</strong>g evidence that<br />

<strong>the</strong> H1N1-A epidemic <strong>is</strong> <strong>in</strong><br />

fact shap<strong>in</strong>g up <strong>to</strong> be no worse<br />

than <strong>the</strong> expected annual<br />

bout of w<strong>in</strong>ter flu, <strong>the</strong> French<br />

government looks certa<strong>in</strong> <strong>to</strong><br />

end up be<strong>in</strong>g accused of wild<br />

overreaction.<br />

40% of French watch <strong>the</strong> even<strong>in</strong>g news while eat<strong>in</strong>g <strong>the</strong>ir d<strong>in</strong>ner<br />

will see all advert<strong>is</strong><strong>in</strong>g on PSB<br />

channels phased out by 2011.<br />

Traditionally, prime-time TV <strong>in</strong><br />

<strong>France</strong> <strong>is</strong> dom<strong>in</strong>ated by <strong>the</strong> 8 pm<br />

news, followed by a 20-m<strong>in</strong>ute<br />

block of cont<strong>in</strong>uous advert<strong>is</strong><strong>in</strong>g<br />

before <strong>the</strong> even<strong>in</strong>g schedules<br />

beg<strong>in</strong> at 8.50 pm. Th<strong>is</strong> advert<strong>is</strong><strong>in</strong>g<br />

w<strong>in</strong>dow dom<strong>in</strong>ates all <strong>the</strong> major<br />

channels and <strong>is</strong> vital <strong>in</strong> a country<br />

where more people regularly<br />

watch <strong>the</strong> 8 pm news than read a<br />

newspaper; around 40% of French<br />

eat <strong>the</strong>ir d<strong>in</strong>ner whilst watch<strong>in</strong>g <strong>the</strong><br />

even<strong>in</strong>g news.<br />

President Sarkozy studied <strong>the</strong><br />

advert<strong>is</strong>ement-free model used by<br />

<strong>the</strong> BBC before mak<strong>in</strong>g h<strong>is</strong> changes<br />

and claimed that <strong>the</strong>y would free<br />

up <strong>the</strong> PSB state-run channels <strong>to</strong><br />

produce more creative and less<br />

popul<strong>is</strong>t programm<strong>in</strong>g. <strong>The</strong> loss<br />

of advert<strong>is</strong><strong>in</strong>g <strong>in</strong>come will be<br />

recouped through new taxes levied<br />

on advert<strong>is</strong><strong>in</strong>g on commercial<br />

channels which are estimated will<br />

ra<strong>is</strong>e €450 million a year.<br />

Critics say <strong>the</strong> changes will result<br />

<strong>in</strong> less money for <strong>the</strong> state-run<br />

channels accompanied by a drop<br />

<strong>in</strong> programme quality and political<br />

opponents claim <strong>the</strong> whole scheme<br />

<strong>is</strong> no more than a move by Sarkozy<br />

<strong>to</strong> l<strong>in</strong>e <strong>the</strong> pockets of h<strong>is</strong> media<br />

baron friends from <strong>the</strong> commercial<br />

stations, who will reap <strong>the</strong> benefit<br />

from <strong>the</strong> <strong>in</strong>evitable shift <strong>in</strong><br />

advert<strong>is</strong><strong>in</strong>g <strong>to</strong> <strong>the</strong>ir channels.<br />

In o<strong>the</strong>r moves, when Patrick de<br />

Carol<strong>is</strong>, <strong>the</strong> president of <strong>France</strong><br />

Télév<strong>is</strong>ions, completes h<strong>is</strong> five-year<br />

term <strong>in</strong> <strong>the</strong> summer, <strong>the</strong> prestigious<br />

appo<strong>in</strong>tment will now be made<br />

by <strong>the</strong> President and h<strong>is</strong> cab<strong>in</strong>et,<br />

ra<strong>the</strong>r than <strong>the</strong> <strong>in</strong>dependent body<br />

<strong>France</strong> plans <strong>to</strong> sell excess sw<strong>in</strong>e flu vacc<strong>in</strong>es<br />

<strong>France</strong> spent €712 million on<br />

93 million doses of <strong>the</strong> vacc<strong>in</strong>e.<br />

On <strong>to</strong>p of that, <strong>the</strong>y bought 33<br />

million doses of Tamiflu and<br />

Relenza (anti-viral drugs)<br />

and an as<strong>to</strong>und<strong>in</strong>g 1 billion<br />

masks. No o<strong>the</strong>r nation went<br />

as far. Bernard Debré, an<br />

em<strong>in</strong>ent doc<strong>to</strong>r and d<strong>is</strong>sident<br />

backbencher <strong>in</strong> Sarkozy’s<br />

rul<strong>in</strong>g UMP party summed<br />

it up: “We have bought 10<br />

percent of <strong>the</strong> vacc<strong>in</strong>e <strong>in</strong> <strong>the</strong><br />

world. We have one third of<br />

<strong>the</strong> world Tamiflu s<strong>to</strong>ck. <strong>The</strong><br />

cost <strong>is</strong> more than <strong>the</strong> deficit of<br />

all French hospitals. It <strong>is</strong> three<br />

times <strong>the</strong> cost of <strong>the</strong> state anticancer<br />

plan.”<br />

When presented with <strong>the</strong><br />

figures <strong>in</strong> such a way, it <strong>is</strong><br />

<strong>in</strong>evitable that <strong>the</strong> government<br />

will face strong critic<strong>is</strong>m<br />

should a third wave of sw<strong>in</strong>e<br />

flu not happen, as experts are<br />

now predict<strong>in</strong>g.<br />

<strong>The</strong> government’s extreme<br />

caution <strong>is</strong> understandable<br />

when taken <strong>in</strong> <strong>the</strong> context<br />

of recent high-profile health<br />

scandals <strong>in</strong>volv<strong>in</strong>g <strong>the</strong><br />

government and <strong>France</strong><br />

now operates a ‘pr<strong>in</strong>ciple<br />

of precaution’. In <strong>the</strong> 1980s<br />

<strong>the</strong>re was a scandal <strong>in</strong>volv<strong>in</strong>g<br />

HIV-<strong>in</strong>fected blood. <strong>The</strong><br />

<strong>the</strong>n Social<strong>is</strong>t government<br />

delayed test<strong>in</strong>g on <strong>in</strong>fected<br />

blood because a French-made<br />

process was not available.<br />

Elsewhere, over 60% of <strong>the</strong><br />

world’s confirmed cases of<br />

Creutzfeldt-Jakob d<strong>is</strong>ease due<br />

<strong>to</strong> growth hormones have been<br />

recorded <strong>in</strong> <strong>France</strong>, follow<strong>in</strong>g<br />

<strong>the</strong> enthusiastic use of <strong>the</strong>se<br />

hormones <strong>in</strong> <strong>the</strong> 1980s. In<br />

2003, thousands of <strong>the</strong> elderly<br />

and <strong>in</strong>firm died dur<strong>in</strong>g a<br />

heat wave while <strong>the</strong> health<br />

and social services were on<br />

holiday.<br />

Th<strong>is</strong> has resulted <strong>in</strong> a pr<strong>in</strong>ciple<br />

that no r<strong>is</strong>ks should be taken<br />

and no expense should be<br />

spared if <strong>the</strong>re <strong>is</strong> a threat <strong>to</strong><br />

French <strong>live</strong>s; <strong>the</strong>re <strong>is</strong> now a<br />

culture of ‘it <strong>is</strong> better <strong>to</strong> be<br />

safe than sorry’. <strong>The</strong> <strong>in</strong>itial<br />

prediction (from <strong>the</strong> same<br />

experts who now say that<br />

H1N1-A <strong>is</strong> not that dangerous)<br />

was that 65,000 people could<br />

die from sw<strong>in</strong>e flu th<strong>is</strong> w<strong>in</strong>ter<br />

– s<strong>in</strong>ce downgraded <strong>to</strong> 1,000 –<br />

and <strong>the</strong> government will claim<br />

it acted accord<strong>in</strong>gly. Indeed,<br />

a defiant Roselyne Bachelot,<br />

Experts now th<strong>in</strong>k <strong>the</strong>y know how sw<strong>in</strong>e flu started<br />

Health M<strong>in</strong><strong>is</strong>ter, went on<br />

TV <strong>to</strong> blame <strong>the</strong> ‘experts’,<br />

claim<strong>in</strong>g, “I would do <strong>the</strong><br />

same aga<strong>in</strong>.”<br />

<strong>France</strong> <strong>is</strong> now try<strong>in</strong>g <strong>to</strong> sell<br />

<strong>the</strong> vacc<strong>in</strong>e <strong>to</strong> recoup some<br />

of <strong>the</strong> money and <strong>in</strong> th<strong>is</strong> it <strong>is</strong><br />

not alone: Germany and <strong>the</strong><br />

Ne<strong>the</strong>rlands held similar sales<br />

at <strong>the</strong> end of 2009. <strong>The</strong> UK had<br />

deals <strong>to</strong> buy 90 million doses,<br />

but built <strong>in</strong> break-clauses that<br />

it <strong>is</strong> now look<strong>in</strong>g <strong>to</strong> exerc<strong>is</strong>e.<br />

In early January <strong>the</strong> head of <strong>the</strong><br />

World Health Organization,<br />

Margaret Chan, warned it was<br />

“premature” <strong>to</strong> say that <strong>the</strong><br />

H1N1 pandemic was over. ■<br />

currently used, a move unlikely <strong>to</strong><br />

go unchallenged.<br />

Changes are also afoot at AFP<br />

(Agence <strong>France</strong>-Presse), <strong>the</strong><br />

world’s third largest news agency.<br />

AFP has held a unique status s<strong>in</strong>ce<br />

its conception <strong>in</strong> 1957 that states<br />

that it would have no capital or<br />

shareholders. Direc<strong>to</strong>rs of AFP<br />

have now decided that <strong>in</strong> <strong>the</strong> current<br />

media age, th<strong>is</strong> <strong>is</strong> no longer viable<br />

and that <strong>the</strong> company will become<br />

publicly owned and funded with<br />

state capital. <strong>The</strong> move has angered<br />

union<strong>is</strong>ts, and Frédéric Mitterand,<br />

<strong>the</strong> culture m<strong>in</strong><strong>is</strong>ter, has a <strong>to</strong>ugh<br />

task on h<strong>is</strong> hands when h<strong>is</strong> panel of<br />

experts present <strong>the</strong>ir proposal for<br />

<strong>the</strong> restructur<strong>in</strong>g <strong>in</strong> March.<br />

<strong>The</strong>re have, however, been popular<br />

and successful recent <strong>in</strong>terventions<br />

by <strong>the</strong> government <strong>in</strong> <strong>the</strong> media. A<br />

state-subsid<strong>is</strong>ed campaign <strong>to</strong> get<br />

young people read<strong>in</strong>g newspapers<br />

by offer<strong>in</strong>g a free copy of any daily<br />

newspaper <strong>to</strong> 18- <strong>to</strong> 24-year-olds<br />

has been a big success, with more<br />

than 150,000 hav<strong>in</strong>g taken up <strong>the</strong><br />

offer <strong>in</strong> <strong>the</strong> last 3 months. ■<br />
