“ UCLG is trying to bring the topic of disaster risk reduction on the
top of the agenda of local and regional authorities by mobilizing
its members around the world and organizing with partners such
as UNISDR regional workshops to raise awareness among local
governments. There is no time to lose. The loss of more lives and
property are at stake. As Istanbul’s experience shows, urban settlements
must be transformed, but this process must happen
with input from community members. Disaster risk reduction is
not just top-down; it’s also bottom-up. ”
Kadir Topbas, Mayor of Istanbul and President of UCLG
