Equ<strong>in</strong>e passport <strong>in</strong> the <strong>Europe</strong>an Union<br />

In every member country, all equ<strong>in</strong>es, used as domestic<br />

animals, should hold an equ<strong>in</strong>e passport. This<br />

passport is required <strong>for</strong> the movement of equ<strong>in</strong>es<br />

between the Member States of the <strong>Europe</strong>an Union,<br />

and to record the adm<strong>in</strong>istration of medic<strong>in</strong>al products<br />

that could have an effect on the safety of equ<strong>in</strong>e meat<br />

<strong>for</strong> human consumption. The rules are set <strong>Europe</strong>an<br />

wide and are <strong>in</strong>tended to protect those consumers <strong>in</strong><br />

the EU that do consume equ<strong>in</strong>e meat. They apply to<br />

all equ<strong>in</strong>es <strong>in</strong> the whole of the EU without exception.<br />

The equ<strong>in</strong>e passport needs to be with the animal<br />

whenever it is moved.<br />

The <strong>Europe</strong>an equ<strong>in</strong>e passport, implemented s<strong>in</strong>ce 2000, has not really established<br />

<strong>in</strong> the EU countries. Implement<strong>in</strong>g regulations are miss<strong>in</strong>g or only just set<br />

<strong>in</strong>to <strong>for</strong>ce <strong>in</strong> several countries. An area-wide en<strong>for</strong>cement is doubtful. In Germany<br />

about half of the donkeys have an equ<strong>in</strong>e passport up to now. In Belgium the implementation<br />

just started (2007/2008).<br />
