7.1.5.7. certify agencies that will audit companies in the sector for<br />

BEE accreditations purposes;<br />

7.1.5.8. confirm <strong>ICT</strong> BEE ratings and accreditations;<br />

7.1.5.9. engage with government, public sector, the BEE Advisory<br />

Council and other regulatory agencies to promote the<br />

implementation of the Charter; and<br />

7.1.5.10. assess, evaluate and commission research on specific areas<br />

where such research is not available.<br />

7.1.6. The Council will ensure that the executive is adequately resourced<br />

and supported to fulfil its mandate as envisaged in the Charter. A<br />

business plan will be commissioned which will, amongst other<br />

things, outline a budget for the work of the Council;<br />

7.1.7. The Council shall be responsible for the accreditation of national<br />

<strong>ICT</strong> projects aimed at ‘bridging the digital divide’ in conjunction<br />

with existing bodies such as the Presidential National Commission<br />

on Information Society and Development, the Universal Services<br />

Agency, the Digital Divide Partnership, ICASA, the CSIR, trade<br />

unions, NGO’s and other organs of civil society;<br />

7.1.8. The Council shall facilitate the co-ordination of extra-industry<br />

programs and/or initiatives where there exist clearly defined<br />

projects of mutual collaboration or co-operation. As part of its<br />

inter-sectoral liaison responsibilities, the Council shall extend audit<br />

functions to include other Sector Charters such as the Financial<br />

Sector Charter; and<br />

7.1.9. The Council shall be charged with participation in the quest for<br />

long term solutions to the challenges posed by the Open Source /<br />

Proprietary platform debate. This function shall be executed in<br />

conjunction with bodies such as the DTI, the CSIR Open Source<br />

Centre, and others.<br />

7.1.10. The Council shall, where appropriate, consider the further<br />

breaking down of the scorecard to accommodate the specific<br />

needs of sub-sectors.<br />
