West Virginia National Guard Annual Report 2008
Lt. Col. Robert Rockwell and Lt. Col. Ray
Shepard, both of the 167th Judge Advocate
General (JAG) office, were selected
for inclusion on the Maryland “Super
Lawyers 2008” by Super Lawyers
magazine for work in their civilian
practices. Lt. Col. Shepard was one
of 18 lawyers chosen in the civil
litigation defense category, and Lt.
Col. Rockwell was one of 22 chosen in
the worker’s compensation category.
The magazine, which is published in
an all 50 states, conducts a rigorous
process for selecting the annual
list. A maximum of five percent of
lawyers per state make the list, which
is created by polling, peer evaluation
and a detailed research process that
evaluates each candidate based on 12 indicators
of achievement. Lt. Col. Rockwell has been
assigned to the 167th JAG office since 1993. Lt.
Col. Shepard joined the office in 1999.
Senior Master Sgt. Thomas Young, a flight
engineer on base, spent nearly four years
compiling a book that includes stories of flight
book opens with a chapter on the training
that prepared the unit for the deployments of
recent years. Another early chapter features
167th members talking about their activities
on Sept. 11, the day that changed our lives as
citizen-airmen. By twists of fate, there were
members of the wing on hand at all three
sites of the Sept. 11 attacks. Later chapters
discuss the initial deployments for Operation
Enduring Freedom and missions involved with
Operation Iraqi Freedom. The book
closes with members discussing
what motivates them to serve
their country and offering final
thoughts on the profession of
arms.
crews who dodged surface-to-air missiles,
mechanics who made combat repairs, medical
specialists who treated and transported the
wounded, and aircraft load teams who worked
under mortar fire at Balad Air Base. The
The 167th Airlift Wing’s Base
