West Virginia National Guard Annual Report 2008 for transportation for units mobilizing as well as installing the Supported Combat Service Support Automatic Management Office (CSSAMO) in conversion of Standard Army Maintenance System Enhanced (SAMS E) computer system for Field Maintenance Shops. West Virginia’s DPI was one of nine states to participate in DPI manpower study for the National Guard Bureau. DPI also completed a fiber network connection to the Weston Armory for the 601st Signal Company. The Internal Review Division is an independent appraisal activity supporting the Adjutant General and the United States Property and Fiscal Officer. The Division provided a full range of internal review services to both the Air and Army National Guard, to include full scope audits, special reviews, consultation services and external liaison functions. The office functioned as an integral component of The Adjutant General’s management control system and strived to assist senior managers in the effective discharge of their stewardship responsibilities. The Purchasing and Contracting Division supports West Virginia Army and Air National Guard units. During 2008, West Virginia awarded over $86.5 million worth of contracts, while the average dollar award for other states is only $32.8 million. This equates to almost three times what other states awarded. The division has been heavily involved in the Martinsburg-based 167th Airlift Wing conversion to C-5 Galaxy aircraft. Even with the extra workload of the C-5 conversion, the Contracting Division received no findings during the First Army Division East Inspector General inspection. The Grants Officer Representative (GOR) manages and overseas the execution of federal assistance dollars to the State of West Virginia through cooperative agreements and military construction cooperative agreements. The State of West Virginia has a total of 18 Air and Army Guard cooperative agreements with more than $38 million of federal assistance dollars through cooperative agreements and seven new military construction agreements totaling nearly $119 million for fiscal year 2008. The GOR also assists and manages all inter-service support agreements, memorandums of agreements and memorandums of understanding for programs like the Humvee program at Eleanor and Point Pleasant, W.Va. The USPFO-WV continues to make it a priority to support the soldiers and airmen of the West Virginia National Guard so its members and units are fully equipped and financially prepared to perform their assigned wartime or state mission. 36
