These facilities are operated by a number of<br />
companies including airlines and ground service<br />
companies. Currently, vacuum sweeper trucks are<br />
used to collect residual glycol from the de-icing<br />
pads. The recovered glycol is then transported to<br />
a holding tank at the glycol disposal facility. The<br />
holding tank has a gas-fired burner to melt snow<br />
and ice. The water-glycol solution is then tricklefed<br />
into the sanitary sewer line that feeds into<br />
the Capital Region Sewage Commission System<br />
(CRSCS). Plans are underway to have a single<br />
de-icing services provider at the airport. <strong>EIA</strong> will<br />
work with the new service provider to investigate<br />
alternate glycol disposal methods such as recycling<br />
and re-use of spent glycol or other means of<br />
disposal that would be more environmentally<br />
friendly and less costly.<br />
To address safety and environmental concerns,<br />
it is desirable to have a de-icing facility close<br />
to departure runways and to have the ability to<br />
manage used de-icing fluids left on apron surfaces.<br />
Such a facility would reduce the time between<br />
de-icing and take-off and maximize de-icing<br />
capacity. It is intended that the future development<br />
of de-icing facilities will include consolidation<br />
as shown in Exhibit 5.16. The location and sizing<br />
of the Centralized De-icing Facilities (CDF) will<br />
be determined by the peak period demand and<br />
phasing of the third runway and Port Alberta<br />
developments. The CDF is the preferred site for<br />
when the third runway is constructed at <strong>EIA</strong>.<br />
