Transborder (TB) Departures<br />

Passengers departing to the United States are<br />

classified as ‘transborder’ passengers and must<br />

be processed by US pre-clearance. The current<br />

transborder departures path is shown in Exhibit<br />

6.14. This system facilitates entering the US by<br />

clearing passengers before they enter the country.<br />

In the expansion the transborder departures path<br />

will be simplified, as shown in Exhibit 6.15. Preclearance<br />

provides considerable flexibility to the<br />

airlines operating those routes where this process<br />

is available. The existing check-in infrastructure<br />

sufficiently addresses the nine million annual<br />

passenger benchmark.<br />

US bound passengers clear US Customs and Border<br />

Protection (USCBP) through the Department of<br />

Homeland Security, and proceed to the gates in<br />

the south concourse located at the end of the new<br />

terminal. The pre-clearance process is intended<br />

to streamline border crossing procedures, and to<br />

reduce congestion at ports of entry.<br />

The new transborder area has been designed in<br />

a ‘security-in-advance’ arrangement based on 700<br />

peak-hour passengers. Six passenger baggage<br />

screening lanes are required and a seventh lane has<br />

been provided for non-passenger screening. The new<br />

lanes will have the ability to swing between flows.<br />

<strong>International</strong> Arrivals<br />

Passengers arriving from outside of Canada,<br />

including transborder passengers from the US,<br />

enter the terminal through the gates in the south<br />

concourse, and walk along an aesthetically pleasing<br />

route toward the Canadian Border Services Agency<br />

(CBSA).<br />

<strong>International</strong>/Transborder Arrivals<br />

US Quick Connect<br />

Canadian passengers with boarding cards and/or<br />

baggage tags connecting to US destinations are no<br />

longer required to retrieve their bags and re-check<br />

with their airlines before entering USCBP. Instead,<br />

they can proceed directly to their connecting flights<br />

by way of a new US Quick Connect security station<br />

at USCBP .<br />
