Transborder (TB) Departures
Passengers departing to the United States are
classified as ‘transborder’ passengers and must
be processed by US pre-clearance. The current
transborder departures path is shown in Exhibit
6.14. This system facilitates entering the US by
clearing passengers before they enter the country.
In the expansion the transborder departures path
will be simplified, as shown in Exhibit 6.15. Preclearance
provides considerable flexibility to the
airlines operating those routes where this process
is available. The existing check-in infrastructure
sufficiently addresses the nine million annual
passenger benchmark.
US bound passengers clear US Customs and Border
Protection (USCBP) through the Department of
Homeland Security, and proceed to the gates in
the south concourse located at the end of the new
terminal. The pre-clearance process is intended
to streamline border crossing procedures, and to
reduce congestion at ports of entry.
The new transborder area has been designed in
a ‘security-in-advance’ arrangement based on 700
peak-hour passengers. Six passenger baggage
screening lanes are required and a seventh lane has
been provided for non-passenger screening. The new
lanes will have the ability to swing between flows.
International Arrivals
Passengers arriving from outside of Canada,
including transborder passengers from the US,
enter the terminal through the gates in the south
concourse, and walk along an aesthetically pleasing
route toward the Canadian Border Services Agency
(CBSA).
US Quick Connect
Canadian passengers with boarding cards and/or
baggage tags connecting to US destinations are no
longer required to retrieve their bags and re-check
with their airlines before entering USCBP. Instead,
they can proceed directly to their connecting flights
by way of a new US Quick Connect security station
at USCBP .
