14.3.7 Karragullen Hall 14.3.7.1 Type/Location This traditional, stand-alone building is adjacent to an equally old public facility, the Karragullen Hall, adjacent to the Karragullen football/cricket oval and the Lance Morgan Pavilion. 14.3.7.2 Condition/Appearance Adequate toilets and hand basins, but due to the concrete floor and old style building with direct external access, the overall appearance doesn’t seem to be very clean. 14.3.7.3 Safety/Anti-social behaviour This facility is mainly used by the Scouts, who lease the Karragullen Hall, users of the Lance Morgan Pavilion (mainly gymnasts) and sporting codes using the Karragullen Oval (mostly during weekends). Despite its old fashioned and out of the way location, vandalism seems to be minimal. 14.3.7.4 Level of use / Fit for purpose With no provision for people with disabilities, the fit out of this facility is no longer compliant with Australian Standards but being the only toilet facility available for the Scouts and the sportsman/supporters attending the Karragullen oval and the Lance Morgan pavilion, it’s being used on a regular basis. 14.3.8 Kelmscott Library 14.3.8.1 Type/Location These toilet facilities are incorporated inside the Kelmscott library, off Albany Highway. Male, Female, disabled toilets and baby changing facilities are provided. 14.3.8.2 Condition/Appearance The toilets are in good working order and the appearance is good. 14.3.8.3 Safety/Anti-social behaviour Vandalism often occurred in the past but calmed down lately. 14.3.8.4 Level of use / Fit for purpose The toilets are used by library patrons and the general public on a regular basis. Provision is adequate but noise attenuation measures should be taken to improve privacy for the disabled toilet. Page 21
