those who are aga<strong>in</strong>st consider it as a ‘de-skill<strong>in</strong>g’ process. The dissem<strong>in</strong>ation of <strong>ICT</strong>s<br />
with<strong>in</strong> societies is mixed, access to <strong>ICT</strong>s varies sections of society, some hav<strong>in</strong>g greater<br />
than others. Even then, it is believed that <strong>ICT</strong>s can be used to promote equality <strong>and</strong><br />
empower marg<strong>in</strong>alized groups. These could be a means of provid<strong>in</strong>g accessible <strong>and</strong><br />
affordable <strong>in</strong>formation <strong>and</strong> as a platform for voices that might otherwise go unheard.<br />
In the Millennium Development Goals: <strong>Bangladesh</strong> Progress Report 2008 (Plann<strong>in</strong>g<br />
Commission, 2008) under the section 8, <strong>ICT</strong> services described that <strong>in</strong> recent years, the<br />
use of telephone services has <strong>in</strong>creased remarkably <strong>in</strong> the country with the wider use<br />
of cellular phones. However, the growth of l<strong>and</strong> phones was steady. In 1991, per 1000<br />
people two telephone sets were used, which has <strong>in</strong>creased to n<strong>in</strong>e telephone sets per<br />
1000 people. Information on cellular phone use shows that the use has <strong>in</strong>creased<br />
sharply from 0.02 percent <strong>in</strong> 1991 to 30.8 percent <strong>in</strong> 2008. Internet services are mostly<br />
available <strong>in</strong> metro city areas <strong>and</strong> at best the district head quarters. Only three<br />
connections were available per 1000 population <strong>in</strong> 2008, but <strong>in</strong> the base year, it was<br />
almost nil.<br />
The present government has taken holistic <strong>in</strong>itiatives to promote <strong>ICT</strong> by tak<strong>in</strong>g<br />
positive steps such as tax <strong>and</strong> import duty cuts on computers, promot<strong>in</strong>g ISP (Internet<br />
Service Provider) services, etc. <strong>in</strong> order to improve the situation. There needs to be<br />
<strong>in</strong>frastructural development <strong>and</strong> technology transfer throughout the country to diffuse<br />
<strong>ICT</strong> knowledge to even the remote regions of the country. The present government has<br />
been tak<strong>in</strong>g <strong>in</strong>terventions to promote <strong>ICT</strong> among all spheres of people, <strong>in</strong>clud<strong>in</strong>g the<br />
population <strong>in</strong> hard-to-reach areas, <strong>in</strong> order to fulfill the government vision of a ‘Digital<br />
<strong>Bangladesh</strong>” by 2021.<br />
Media<br />
Media is emerg<strong>in</strong>g as an important <strong>in</strong>strument to dissem<strong>in</strong>ate the knowledge, success<br />
story <strong>and</strong> technology. Both electronic <strong>and</strong> pr<strong>in</strong>t media are organiz<strong>in</strong>g regular<br />
programs on agriculture <strong>and</strong> much awareness has developed among the policy<br />
makers <strong>and</strong> growers. Extension service may be strengthened with the help of <strong>ICT</strong> at<br />
the grassroots level. Public private collaboration may be established <strong>in</strong> quick<br />
dissem<strong>in</strong>ation of farm technology.<br />
TV Channels<br />
Besides state owned <strong>Bangladesh</strong> Television which is <strong>Bangladesh</strong>'s only terrestrial TV<br />
channel <strong>and</strong> the satellite version is BTV World, there are 11 TV channels run by<br />
private entrepreneurs. All of these channels are air through satellite l<strong>in</strong>k. TV channels<br />
are: ATN Bangla, Channel I, Ekushey Television (ETV), NTV, RTV, Boishakhi<br />
Television, Channel 1, Islamic Television, Diganta Television, Desh TV, My TV <strong>and</strong><br />
ATN news<br />
Radio Stations<br />
<strong>Bangladesh</strong> Betar is the state owned radio which has a national coverage through its<br />
15 mediumwave stations <strong>and</strong> relay stations (B<strong>and</strong>orban, Barisal, Bogra, Chittagong,<br />
Comilla, Cox's Bazaar, Dhaka (3 stations), Khulna, Rajshahi, Rangmati, Rangpur,<br />
Sylhet, <strong>and</strong> Thakurgaon). <strong>Bangladesh</strong> Betar External Service is broadcasted us<strong>in</strong>g its<br />
shortwave transmitt<strong>in</strong>g facilities. <strong>Bangladesh</strong> Betar has seven FM stations <strong>in</strong> Dhaka,<br />
