development programme largely depends on the availability of reliable data <strong>and</strong><br />

<strong>in</strong>formation <strong>in</strong> time. Follow<strong>in</strong>g measures will be taken by the government under the<br />

National <strong>Agriculture</strong> Policy to build up a reliable database:<br />

District level DAE offices will collect, compile <strong>and</strong> preserve all <strong>in</strong>formation related to<br />

crop sector through their official channels. For this purpose, adequate computer<br />

facilities <strong>and</strong> skilled manpower will be mobilized.<br />

<strong>Agriculture</strong> related <strong>in</strong>formation would be preserved <strong>and</strong> displayed publicly.<br />

Government, private sector agencies <strong>and</strong> NGOs <strong>in</strong>volved <strong>in</strong> agriculture sector will <strong>in</strong><br />

pr<strong>in</strong>ciple agree to exchange <strong>in</strong>formation among them.<br />

<strong>Bangladesh</strong> Bureau of Statistics will organize tra<strong>in</strong><strong>in</strong>g programmes on appropriate<br />

methods of data collection <strong>and</strong> preservation for the concerned agencies <strong>and</strong> provide<br />

advice <strong>in</strong> this regard.<br />

Draft <strong>Agriculture</strong> Policy 2009<br />

In the Draft <strong>Agriculture</strong> Policy 2009 (MoA, 2009) more emphasis has been given <strong>in</strong><br />

Informatics under section 4: Research <strong>and</strong> Development (R&D). It states that BARC<br />

<strong>and</strong> other research units will develop a comprehensive relevant database for<br />

agricultural research <strong>and</strong> development plann<strong>in</strong>g. BARC will facilitate functional<br />

electronic network<strong>in</strong>g for all the stakeholders under the NARS <strong>and</strong> with other national,<br />

regional <strong>and</strong> <strong>in</strong>ternational centres of excellence through Agricultural Research<br />

Information System.<br />

On the other h<strong>and</strong>, to make extension services more efficient <strong>and</strong> effective, importance<br />

has been given on Communication Media. In dissem<strong>in</strong>at<strong>in</strong>g extension services both<br />

traditional <strong>and</strong> advanced media <strong>and</strong> <strong>ICT</strong> will be utilized. Agricultural Information<br />

Service (AIS) will be strengthened both <strong>in</strong> terms of workforce <strong>and</strong> modern facilities to<br />

enable effective <strong>in</strong>formation dissem<strong>in</strong>ation <strong>and</strong> technology transfer. Dissem<strong>in</strong>ation of<br />

agricultural <strong>in</strong>formation <strong>and</strong> technology through pr<strong>in</strong>t <strong>and</strong> electronic media will be<br />

strengthened focus<strong>in</strong>g on enhanced collaboration among AIS, state owned <strong>Bangladesh</strong><br />

TV <strong>and</strong> <strong>Bangladesh</strong> Betar (radio) along with other private TV <strong>and</strong> radio channels.<br />

To accomplish the objectives of the Draft <strong>Agriculture</strong> Policy 2009, focus will be given<br />

on research activities for <strong>in</strong>tensification, diversification <strong>and</strong> whole farm activities <strong>in</strong><br />

agriculture. Special attention will be given to post-production technologies, high value<br />

crops, value addition, agri-bus<strong>in</strong>ess management <strong>and</strong> trade. Support will be directed<br />

to research on emerg<strong>in</strong>g issues like, biotechnology, hybridization of crops, climate<br />

change, disaster <strong>and</strong> stress <strong>in</strong>clud<strong>in</strong>g flood, drought, cyclone, sal<strong>in</strong>ity, upl<strong>and</strong>/hill,<br />

deep water crop management, organic farm<strong>in</strong>g. To facilitate these the government<br />

promises to:<br />

Support <strong>and</strong> strengthen <strong>in</strong>terventions <strong>in</strong> ra<strong>in</strong>-fed agriculture emphasiz<strong>in</strong>g productivity<br />

<strong>and</strong> susta<strong>in</strong>ability of production. Encourage quality collaborative research to provide<br />

solution to specific problems confront<strong>in</strong>g farmers with<strong>in</strong> their farm<strong>in</strong>g systems.<br />

Support research undertak<strong>in</strong>gs that cover trans-boundary <strong>and</strong> cross-cutt<strong>in</strong>g issues<br />

hav<strong>in</strong>g application across one or more production systems <strong>and</strong> the susta<strong>in</strong>ability of the<br />

production systems, poverty alleviation <strong>and</strong> livelihood improvement, household food<br />
