Cyclones <strong>and</strong> storm surges<br />

Tropical cyclones are important features of the<br />

weather <strong>and</strong> climate of south Asia. The major<br />

cyclogenesis of this region exists <strong>in</strong> the<br />

northern Indian Ocean, which particularly<br />

affects <strong>Bangladesh</strong> <strong>and</strong> parts of India. Because<br />

of the funnel shape <strong>and</strong> geographic location of<br />

<strong>Bangladesh</strong>, severe cyclone <strong>and</strong> tidal surges<br />

are common along the 710 km coastal belt<br />

caus<strong>in</strong>g severe damage to life <strong>and</strong> property.<br />

Figure 8 depicts the cyclone prone zone of<br />

<strong>Bangladesh</strong>. Records of last 200 years show<br />

that at least 70 major cyclones hit the coastal<br />

belt of <strong>Bangladesh</strong>. Dur<strong>in</strong>g last 35 years,<br />

nearly 900,000 people died due to catastrophic<br />

cyclones. The Noakhali- Chittagong coast<br />

received 40 percent of the cyclones, which is<br />

the most vulnerable area for the l<strong>and</strong>fall of<br />

cyclones.<br />

The Chittagong-Cox's Bazaar coast received around 27 percent, while Khulna /<br />

Sundarban <strong>and</strong> Barisal-Noakhali coasts are relatively less vulnerable (Rahman, 2001).<br />

Some examples of severe tropical cyclones are the Barisal cyclone of 1584, the<br />

Bakerganj cyclone of 1876, the 12 November 1970 cyclone, the May 1985 Urir Char<br />

cyclone, <strong>and</strong> the April 1991 cyclone. High <strong>in</strong>tensity storm surges jeopardize the<br />

expansion of energy-recovery activities <strong>in</strong> the coastal areas <strong>and</strong> support<strong>in</strong>g <strong>in</strong>dustries,<br />

especially <strong>in</strong> the offshore areas (Islam & Ahmad, 2004).<br />

Low-flow conditions<br />

Low-flow conditions <strong>in</strong> the rivers are often observed <strong>in</strong> the w<strong>in</strong>ter months (lean<br />

period) when surface water irrigation becomes severely constra<strong>in</strong>ed. Under such<br />

conditions, the farmers have to take necessary actions to ensure irrigation by<br />

exploit<strong>in</strong>g groundwater resources. Low-flow conditions do not cause direct<br />

vulnerability to crop production, but cause economic hardship to the farmers of<br />
