implement<strong>in</strong>g the project activities of Second National Communication, which is<br />

expected to <strong>in</strong>corporate, apart from Green House Gas <strong>in</strong>ventory, adaptation <strong>and</strong><br />

mitigation activities <strong>in</strong> the country <strong>and</strong> will also try to <strong>in</strong>corporate potential project<br />

concepts for both adaptation <strong>and</strong> mitigation activities.<br />

To combat the forthcom<strong>in</strong>g climatic risk, the M<strong>in</strong>istry of Environment <strong>and</strong> Forest has<br />

formulated <strong>Bangladesh</strong> Climate Change Strategy <strong>and</strong> Action Plan-2009.<br />

As NAPA addressed immediate <strong>and</strong> urgent adaptation needs it didn't cover the major<br />

concerns of all the sectors. The Government felt the need to develop a comprehensive<br />

package to address climate change issues. Accord<strong>in</strong>gly, Climate Change Steer<strong>in</strong>g<br />

Committee, which is headed by Environment <strong>and</strong> Forest M<strong>in</strong>ister, took decision to<br />

develop a Climate Change Strategy <strong>in</strong> early 2008. F<strong>in</strong>ally, <strong>Bangladesh</strong> Climate Change<br />

Strategy <strong>and</strong> Action Plan, 2009, 2(BCCSAP 009) [MoEF, 2009] was prepared draw<strong>in</strong>g<br />

experts from all the respective fields. Though field level consultation was absent while<br />

prepar<strong>in</strong>g the document. Extensive discussion was held exclusively with government<br />

officials, civil society representatives <strong>and</strong> private sectors <strong>and</strong> even with Development<br />

Partners. The document was f<strong>in</strong>alized through a National Consultation. BCCSAP has<br />

proposed six pillars based on 6 thematic areas <strong>and</strong> under six thematic areas has<br />

proposed 44 programmes to be implemented by respective l<strong>in</strong>e M<strong>in</strong>istries <strong>and</strong><br />

Departments. The six pillars of Climate Change Action Plan are as follows:<br />

i. Food security, social protection <strong>and</strong> health<br />

ii. Comprehensive disaster management<br />

iii. Infrastructure<br />

iv. Research <strong>and</strong> knowledge management<br />

v. Mitigation <strong>and</strong> low carbon development<br />

vi. Capacity build<strong>in</strong>g <strong>and</strong> <strong>in</strong>stitutional strengthen<strong>in</strong>g<br />

BCCSAP to date is the s<strong>in</strong>gle most comprehensive document that will be the guide<br />

while implement<strong>in</strong>g any k<strong>in</strong>ds of Climate Change related projects or activities. The<br />

time horizon for BCCSAP has been suggested 10 years but periodic review can be<br />

made <strong>and</strong> readjusted accord<strong>in</strong>g to the needs of the time. Besides, <strong>in</strong> FY 2008-09 the<br />

Government has created a fund of Tk.300 crore or roughly US$43 million to combat<br />

climate change risk, adaptation <strong>and</strong> mitigation.<br />

St<strong>and</strong><strong>in</strong>g Order on <strong>Disaster</strong>s 1999<br />

<strong>Bangladesh</strong> has developed a comprehensive <strong>and</strong> effective disaster management<br />

system. The Government has also issued the St<strong>and</strong><strong>in</strong>g Orders, which have been<br />

prepared with the affirmed objective of mak<strong>in</strong>g the concerned persons underst<strong>and</strong><br />

their duties <strong>and</strong> responsibilities regard<strong>in</strong>g disaster management at all levels, <strong>and</strong><br />

accomplish<strong>in</strong>g them. All M<strong>in</strong>istries, Divisions/Departments <strong>and</strong> Agencies shall<br />

prepare their own Action Plans <strong>in</strong> respect of their responsibilities under the St<strong>and</strong><strong>in</strong>g<br />

Orders for efficient implementation.<br />

The St<strong>and</strong><strong>in</strong>g Order on <strong>Disaster</strong> provides guidance to local communities <strong>and</strong> the<br />

authorities, at various levels, on their roles <strong>and</strong> responsibilities dur<strong>in</strong>g <strong>and</strong><br />

immediately after a disaster has struck. It also lays out procedures for alert<strong>in</strong>g local<br />

communities when a disaster such as a flood, cyclone or storm-surge is likely to occur.<br />

Despite this, there is a need to raise awareness among communities <strong>and</strong> officials at all<br />
