k) “Public Place” means any place to which the public have access, whether<br />
as of right or not, and includes<br />
(i) a public building and monument and precincts thereof; and<br />
(ii) any place accessible to the public for drawing water, washing or<br />
bathing or for purposes of recreation;<br />
l) “Street” includes any highway, bridge, way , causeway, viaduct or arch<br />
or any road, lane, footway, square, court, alley or passage accessible to<br />
the public, whether or not it is a thoroughfare;<br />
m) “Traffic” means the movement of persons, animals, vehicles or goods<br />
along any public place, and includes the disposition of vehicles and static<br />
objects, either temporary or permanent, situated in or near any such<br />
place in such a manner as to influence such movement in any manner.<br />
n) “Vehicle” means any carriage, cart, van, truck, handcart or any<br />
conveyance of any, description and includes a bicycle, tricycle, a<br />
rickshaw, a motor vehicle, a vessel or an airplane;<br />
Provided further that words and expressions used and not defined in this <strong>Act</strong>,<br />
but defined in the Indian Penal Code, 1860, or in the Code of Criminal Procedure,<br />
1973, shall have the meanings respectively assigned to them in those Codes.<br />
CHAPTER II<br />
ROLE AND FUNCTIONS OF POLICE<br />
3. The Role of the <strong>Police</strong>: The <strong>Police</strong> Force, as a Service organised<br />
under the State and functioning among the people, will uphold the Constitution of<br />
India and the laws enacted there under to ensure that all persons enjoy the freedoms<br />
and rights guaranteed under the law.
