of the District <strong>Police</strong> Chief, the availability of police services and police personnel to the<br />
general public and for normal police duties in any area.<br />
71. <strong>Police</strong> <strong>Act</strong>ion in Disputes which may lead to Cognizable Crime: If<br />
any dispute between any individuals or groups is brought to the notice of any <strong>Police</strong><br />
Station under circumstances in which it is reasonably likely that unless the issue is<br />
speedily resolved, a cognizable crime may result, the Station House Officer may cause<br />
action to be taken<br />
a) To ascertain the facts and circumstances of the matter by talking to the<br />
parties concerned or to others acquainted with such facts; or<br />
b) To caution either or both parties to the dispute, by a written record,<br />
against taking recourse to any illegal act, in pursuance of the dispute; or<br />
c) To encourage either or both parties to resolve the matter through<br />
discussion among themselves or through the mediation of respectable<br />
individuals of the locality or an honorary executive magistrate; or<br />
d) To advise either or both parties to seek resolution of the dispute through<br />
a competent court having jurisdiction; or<br />
e) To take action to report the facts to the magistrate having jurisdiction for<br />
the purpose of binding either or both the parties under the provisions of<br />
the Criminal Procedure Code 1973.<br />
72. Community Policing:<br />
1. The District <strong>Police</strong> Chief shall constitute Community Liaison Groups for each<br />
<strong>Police</strong> Station, comprising respectable local residents of the area, as representatives of<br />
the community, to generally assist the police in their functioning.<br />
2. The Community Liaison Group shall have a fair representation of all segments,<br />
professions, and genders of the society in the area of the <strong>Police</strong> Station.<br />
3. No person shall be nominated as a member of the Community Liaison Group<br />
who has a record of conviction by a criminal court in the preceding five years or been<br />
dismissed, removed, discharged or compulsorily retired from any employment on<br />
grounds of corruption, moral turpitude or misconduct.
