(iv) the exhibition of living persons or corpses; or<br />
(v) the preparation, exhibition, representation, distribution or dissimilation of<br />
pictures, symbols, placards, printed matter, pamphlets, books, audio<br />
recordings or video recordings, digital records, posters which may<br />
inflame communal or religious passions, or offend against normal<br />
standards of public morality or gravely undermine public peace or<br />
endanger the security of the State.<br />
2. Any article used or carried by any person in contravention of any prohibition<br />
under the sub-section (1) may be seized by a police officer on duty.<br />
87. Regulation of Public Assemblies:<br />
1. The District <strong>Police</strong> Chief, by notification publicly promulgated, license, control,<br />
regulate or prohibit any assembly or procession of any nature whenever and for such<br />
time as he considers such licensing, controlling, regulating or prohibition to be<br />
necessary for the preservation of public order and peace or law and order in an area.<br />
2. No notification promulgated under sub-section (1) shall remain in force for more<br />
than fifteen days from the promulgation thereof.<br />
3. The State Government may either or its own motion or on the application of any<br />
person either rescind modify or alter or extend the period of validity of any such order<br />
made under sub-section (1).<br />
4. For the purpose of ensuring that demonstrations do not seriously disturb normal<br />
life on busy thoroughfares, the State Government may, by a general or special order,<br />
specify that such demonstrations, rallies or assemblies would be carried out only in<br />
certain specified places or only along certain specified routes in any urban area.<br />
88. District Magistrate to Make Rules and Regulations:<br />
1. In any local area in which he thinks fit, the District Magistrate may in<br />
consultation with the local government and the District <strong>Police</strong> Chief, from time to time,<br />
make and notify rules fora)<br />
Preventing damaging, dirtying or destruction of public property and any<br />
activity which endangers public cleanliness or the environment;
