promoted or are eligible to be promoted to the rank of Director General of <strong>Police</strong>,<br />
considering his overall record of service and experience for leading the police force of<br />
the State:<br />
Provided that the officer selected as the State <strong>Police</strong> Chief must not have a<br />
charge pending against him in any Court or Tribunal or Departmental agency on a<br />
charge filed on behalf of the State.<br />
3. All persons discharging any police functions in the State of <strong>Kerala</strong> invoking<br />
authority under this <strong>Act</strong> shall be subordinate to the State <strong>Police</strong> Chief.<br />
4. The State <strong>Police</strong> Chief shall be assisted by such number of officers of the rank<br />
of DGP/ADGP/JDGP/DDGP/SP/DySP as may be decided from time to time by the<br />
Government.<br />
5. Other officers of the rank of Director General of <strong>Police</strong> may be posted in <strong>Kerala</strong><br />
<strong>Police</strong> provided they are junior to the State <strong>Police</strong> Chief in inter se seniority.<br />
Provided that if the State <strong>Police</strong> Chief is not the senior-most among the<br />
Directors General of <strong>Police</strong>, those Directors General of <strong>Police</strong> senior to him shall be<br />
posted outside the department.<br />
23. Co-ordination by District Magistrate: The District Magistrate may , for<br />
the purpose of dealing effectively with extensive disturbance of public order, natural<br />
disasters, man-made disasters, elections, epidemics, external aggression, land reforms,<br />
land disputes, beggary, child labour, trafficking in human beings, juvenile justice,<br />
prosecution, transport of persons and goods etc, co-ordinate the activities of the <strong>Police</strong><br />
Force of the District with the activities of various other government departments, local<br />
self-governments and public or private institutions interacting with the police in any<br />
manner.<br />
24. Honorary Special Executive Magistrates:<br />
1. The State Government, on the recommendation of the Director General of<br />
<strong>Police</strong> after proper verification of antecedents and with the prior approval of the<br />
District Sessions Judge of the area, appoint, for three years at a time, persons of high<br />
reputation, sound health and good standing aged between 55 and 70 years and<br />
having more than two decades of policing, administrative or legal experience as
