Finally, the <strong>Jermuk</strong> City M<strong>as</strong>ter Plan h<strong>as</strong> also served <strong>as</strong> a foundation for this <strong>Core</strong> <strong>Strategy</strong>.<br />
The M<strong>as</strong>ter Plan provides significant background information on the town and suggests<br />
appropriate future zoning. However, although tourism and recreation are mentioned in the<br />
M<strong>as</strong>ter Plan, there is little in the way of specific recommendations on how to develop <strong>Jermuk</strong><br />
<strong>as</strong> a tourism centre. It also lacks a clear vision b<strong>as</strong>ed on consultation with national and<br />
regional government and the local community. This is a gap that this Local Development<br />
Framework aims to fill.<br />
Process of Developing the Local Development Framework<br />
The framework w<strong>as</strong> developed through extensive consultation with stakeholders at both the<br />
local and national level. A complete list of interviews conducted in order to develop the plan<br />
is included in Annex 3. It w<strong>as</strong> also developed b<strong>as</strong>ed on sound quantitative and qualitative<br />
evidence gathering from site visits, report and statistical reviews and other information made<br />
available to the research team. A brief evidence-b<strong>as</strong>ed report is included in Annex 4.<br />
Following the interviews and evidence gathering, a SWOT Analysis w<strong>as</strong> developed to<br />
highlight the current status of the different are<strong>as</strong> relative to the plan. On this b<strong>as</strong>is,<br />
(stakeholder input and the SWOT analysis) a set of strategies and objectives were<br />
determined. Once this had been completed and put into writing, the draft copy of the plan<br />
w<strong>as</strong> presented to community stakeholders for their feedback, which w<strong>as</strong> incorporated into a<br />
re-drafted (final) version.<br />
Constraints in Preparing the Local Development Framework and Further<br />
Work Necessary<br />
The team of tourism industry consultants that prepared the Local Development Framework<br />
w<strong>as</strong> constrained largely by the limited timeframe imposed by the Government Decree.<br />
Typically, Local Development Frameworks are prepared over a minimum 18 month period,<br />
<strong>as</strong> best practice in spatial planning requires adequate time to consult with all stakeholders<br />
and work with the community. The timeframe h<strong>as</strong> made it difficult to analyze in significant<br />
detail the existing and relevant Armenian legislation. A review of the Local Development<br />
Framework’s compliance to legislation is strongly recommended.<br />
Whilst national and local stakeholders graciously gave up their time to meet with the team,<br />
there were some delays in obtaining critical documents, including the <strong>Jermuk</strong> City M<strong>as</strong>ter<br />
Plan (which w<strong>as</strong> not received until the middle of November). Given the timeframe, it w<strong>as</strong><br />
also not possible to update the <strong>Jermuk</strong> M<strong>as</strong>ter Plan prepared by Architon (a suggestion<br />
made by the government decree). It is critical to ensure that zoning of development, <strong>as</strong><br />
outlined in the M<strong>as</strong>ter Plan, is updated to reflect this Local Development Framework.<br />
An important step in the development and implementation of an Action Plan is the<br />
undertaking of an Environmental Impact Assessment. Within the EU, this is guided by a<br />
directive on Strategic Environmental Assessment. In the c<strong>as</strong>e of Armenia, the Government<br />
must undertake an Environmental Impact Assessment <strong>as</strong> obligated by the ‘Act of the<br />
Republic of Armenia on Environmental Impact Assessment’, dated November 20, 1995. As<br />
well <strong>as</strong> discussing with government ministry representatives, the strategy should also<br />
undergo a process of community consultation.<br />
It h<strong>as</strong> been difficult to devise concrete objectives and actions with the lack of quantitative<br />
information available (employment, tourism, housing, vehicles, etc). It is therefore<br />
recommended to develop a Growth Management <strong>Strategy</strong> to ultimately include <strong>as</strong> part of the<br />
Local Development Framework. The purpose of a growth management strategy is to use<br />
quantitative data to decide where, when, and how growth will occur, to help the municipality<br />
keep up with new development. One of the goals of the tourism development program is to<br />
