The research team relied upon limited available data on <strong>Jermuk</strong> in order to prepare the Local<br />
Development Framework. Much of the information is presented in the Assets Inventory.<br />
However, in analyzing existing data, it w<strong>as</strong> clear that much of it w<strong>as</strong> dated or b<strong>as</strong>ed on<br />
estimation. This type of information can be considered to be contextual but should be<br />
included within the Monitoring and Evaluation system. Data may not relate directly to the<br />
goals and objectives but is necessary to understand changes that may impact the strategy:<br />
1) Demographic structure: population size, household types, social groups;<br />
2) Socio-cultural issues: crime rates, unemployment level and poverty;<br />
3) Economy: economic activity rates, household income, house price level, productivity<br />
and employment;<br />
4) Environment: key <strong>as</strong>sets in the natural environment;<br />
5) Housing and built environment: housing stock conditions and quality and <strong>as</strong>sets of<br />
the built environment; and<br />
6) Transport and spatial connectivity: transport accessibility, vehicle use and road<br />
conditions<br />
Suggestions for indicators for the individual actions are proposed in the LDF Action Plan<br />
(Volume 2). However, a comprehensive Monitoring and Evaluation system is required <strong>as</strong> a<br />
component part of the LDF. The Government of Armenia adopted a Monitoring & Evaluation<br />
system <strong>as</strong> part of the National <strong>Tourism</strong> Concept Paper. Some of the indicators in the<br />
Concept Paper are equally relevant to the development of <strong>Jermuk</strong> <strong>as</strong> a tourism destination.<br />
