RECOMMENDATION BACKGROUND LEAD<br />

That the urban areas of North Bay, Mattawa<br />
and West <strong>Nipissing</strong> consider incorporating<br />
quantified affordable housing targets into<br />
their new Official Plans (note: Mattawa<br />
currently has a target of 25% affordable<br />
housing in their OP from 1980 – whether this<br />
is carried forward into the new plan or a<br />
revised target is set, would depend upon<br />
their updated data and information).<br />
This recommendation is based upon<br />
the demonstrated need as shown in this<br />
report, and is in keeping with the<br />
Provincial Policy Statement, 2005. It is<br />
recognized that these targets need to<br />
be practical and make sense from the<br />
municipal point of view – there are<br />
targets in this report which could be<br />
utilized or alternatively, municipalities<br />
could calculate their own.<br />

and West <strong>Nipissing</strong> consider adopting<br />
housing development policies that will<br />
facilitate the development of affordable<br />
housing.<br />
It is recognized that working towards<br />
achieving affordable housing targets<br />
such as those above, may require<br />
different housing development polices.<br />

That <strong>Nipissing</strong> <strong>District</strong>’s other municipalities<br />
also consider the use of quantified affordable<br />
housing targets in their new Official Plans,<br />
based upon the level of demonstrated need<br />
within their communities.<br />
For municipalities with a relatively small<br />
population and number of households,<br />
it is recognized that affordable housing<br />
targets may need to be considered<br />
/evaluated using different criteria and<br />
on a smaller scale, based on the need<br />
within the community.<br />

That the DNSSAB initiate discussions with<br />
municipalities on developing a framework to<br />
determine communication protocols,<br />
establish roles/responsibilities and,<br />
integrative linkages at the <strong>District</strong> and<br />
municipal level on affordable and social<br />
housing.<br />
In recent years the Federal and<br />
Provincial governments have increased<br />
the opportunities for receiving funding<br />
to deliver various types of housing<br />
programs. To take advantage of these<br />
opportunities requires superior<br />
relationships with various municipal<br />
departments (i.e. planning, building<br />
etc.)<br />

That the DNSSAB offer presentations of the<br />
<strong>Housing</strong> <strong>Needs</strong> Study (DVD/slide-show) to<br />
“key sectors” such as, education, health,<br />
social, employment, etc…to promote<br />
education/awareness/communication on<br />
housing in <strong>Nipissing</strong>.<br />
The report has outlined many areas<br />
where there are housing gaps. These<br />
key sectors need to be aware of them<br />
when they conduct their strategic<br />
planning initiatives.<br />
