It can be noted that while government expenditure under the Affordable <strong>Housing</strong><br />

Program (AHP) has increased since 2002, it has not yet returned to the level seen in the<br />

early-mid 90’s.<br />

Soon after federal withdrawal from social housing, the province of Ontario followed suit,<br />

and in 1995 the incoming Government effectively terminated all further funding for nonprofit<br />

and co-operative housing development. This can be observed on the chart below<br />

which shows that between 1995 and 2000, assisted housing production dropped to just<br />

under 2,000 units /year - a 75% decrease in supply. This, combined with the<br />

simultaneous reduction of welfare benefits (social assistance was also reduced by 21%<br />

in 1995) has had a negative affect on affordable housing and social welfare in the<br />

province:<br />
