Dear USJF members,<br />

We have just finished the 2001-<strong>2002</strong> fiscal year and it is time to present my USJF progress report for this past<br />

fiscal year. The Executive Committee members and each committee chair will also present annual reports to you.<br />

Throughout my USJF presidency, I have focused on two goals: one is to increase USJF membership and improve<br />

our members’ skills in judo and in other key areas such as dojo management; the other is to assist members in<br />

effectively promoting and marketing their product, judo, to as large an audience as possible.<br />

In order to achieve the first goal, my efforts were directed to finding out how USJF can increase the benefits<br />

provided to our members. I made a change in the promotion requirement area of time in grade for Non-<br />

Competitors/Competitors. Now you can receive up to a 30% reduction of required time in grade from a much<br />

wider range of contributions to Judo than before. Also, USJF created more junior ranks so that instructors can<br />

promote our junior members frequently to keep their interest in judo stronger. These changes were made in the 00-<br />

01 fiscal year. The above-mentioned promotion changes and updated by-laws are posted at www.usjf.com in the<br />

National Office section under documents, listed as the USJF Handbook. The USJF Handbook is a very important<br />

document for our organization, and is updated from time to time. Every dojo will receive notification from the<br />

USJF National Office whenever an update is made. Mr. Robert Fukuda is currently working on updating the lists<br />

of life members and of high-ranking promotional records (4 th dan and higher) and we should be able to post these<br />

in time for the fall meeting in Las Vegas in October.<br />

I hope all of you are using the USJF record book. This is not only to help you keep good, accurate judo records<br />

for yourself, but they also help to bring the USJF logo more into the public eye and awareness. After any<br />

clinic/certification, shiai, competition, refereeing, technical official or promotion test, you should use this book to<br />

update your judo record. From time to time, you will likely need to refer to these records. The times when you<br />

will need to refer to them that come to my mind are at times of promotion, referee certification, coach/teacher<br />

certification, and kata judge/teacher certification. An important fact is that this book is given to our members free<br />

of charge. It is one way that USJF shows its appreciation to our loyal members. I am confident that you all like<br />

the books, and please do make sure and use them.<br />

The other important area is how we can help with dojo promotion - marketing. I want to give all of our USJF<br />

clubs as much help as we can to help make them successful. Without clubs and dedicated sensei’s, judo would go<br />

nowhere in this country. I have been teaching for 28 years in Michigan, and I believe that USJF is the only<br />

organization that provides judo/dojo promotional materials free to its clubs. In FY 00-01, we distributed color<br />

posters and brochures created by Vaughn Imada, and this year, the Development Committee (David Matsumoto<br />

and Real Judo) published the new USJF Student Handbook with a very nice design and lots of action pictures. I<br />

give them out when I have new students come to our club or, at demonstrations, I give them out to the public, and<br />

I recently gave one to a newspaper reporter who came to interview me for an article. Please use them and let us<br />

know how this handbook is helping you, and also let us know if any improvements need to be made on it. USJF<br />

increased the development budget from around $50,000 (FY 99-00) to $90,000 (FY 02-03) and this has enabled<br />

us to increase development activities at both the national and yudanshakai level. Each committee chair should<br />

report details of these activities. Your feedback as members is one of the most important things that will help us to<br />

make judo grow in the United States.<br />

Year <strong>2002</strong> Annual Meeting / Election Results:<br />

At the last USJF Annual Meeting in Cleveland, Ohio, the USJF Board of Directors changed the by-laws,<br />

extending the USJF President’s term from two years to four years. This change was necessary for a more stable<br />

and effective executive office. From now on, when the election comes around, presidential candidates will need to<br />

present 4-year plans to the membership. This term extension will enable the president to more effectively conduct<br />

USJF business and help the organization grow. The president’s two-term limit is still in effect.<br />

I was re-elected as USJF president at this meeting. My new executive team members for the next 2 years are<br />

Vaughn Imada (1 st V.P.), Julie Koyama (2 nd V.P.), Vicki Trent (Secretary), Michael Matsumoto (Treasurer),<br />

Yoshisada Yonezuka (Chairman of the Board of Examiners), Richard Muller (Corporate Counsel), Robert Brink<br />

(Senior Adviser to the President), and Robert Fukuda (Executive Director). We will all give our best effort to you.<br />

Again, I need your help; give us your feedback as to what we are doing right, or not doing right. I know we have<br />

a long way to go to be the large, well-organized operation that we would like to be, but we are trying our best to<br />

make a positive difference for the future of judo in this country.<br />

At the meeting, a USJF Executive Committee Strategic Planning Session was conducted, and the following<br />

Vision/ Mission/Strategy/Guiding Principles and Success Measurements of the organization were established.<br />

VISION:<br />

Judo in every American community and school.<br />

MISSION (Purpose):<br />

To serve and support its members in the America judo community while upholding the principles of<br />

mutual welfare and benefit.<br />

STRATEGY:<br />

• Create and maintain a customer service orientation<br />

• Cultivate leadership at all levels of the organization<br />

• Create a positive image of judo<br />

GUIDING PRINCIPLES:<br />

• Open communication<br />

• Clarifying before speaking (making sure you understand what the person is saying and where they are<br />

coming from)<br />

• Dealing with facts (data) (Fact-based decision making)<br />

• Cooperation – all working toward the same outcome<br />

• Decision-making in the best interest of grass roots judo in the U.S. through yudanshakais and USJF<br />

Committees – Mutual welfare and benefit<br />

• Balanced Budget<br />

• Collaboration of activities – helping each other out<br />

• Inclusiveness rather than exclusiveness<br />

• Integrity – doing what you say you are going to do<br />

Using the above plan, member Neil Simon, the facilitator of the Strategic Planning Sessions, also helped conduct<br />

sessions for the USJF Committee Chairpersons and yudanshakai representatives at the Cleveland meeting. All of<br />

the USJF Committees and yudanshakais will be conducting their own Strategic Planning Sessions to incorporate<br />

the USJF Vision and Mission. These processes will strengthen our organization at every level - from individual<br />

members, clubs, and yudanshakais up to the national level. The President and Executive Committee will conduct a<br />

“check-up” to assess our progress once a year, and I will present you with a progress report once a year.<br />

One more significant thing happened. Our registered membership climbed to 11,100 members this past March.<br />

This is the first time that our active membership number has surpassed 11,000. Our membership has been<br />

growing at a rate of over 5% for the last few years, and I am trying to maintain at least a 5% growth annually. Our<br />

Life Memberships are up, and for the 2000-2001 FY, 62 new Life Members have registered. Life Membership<br />

registration is still going strong in this fiscal year; this FY had a total of 60 new Life Members registered. Again, I<br />

would like to see a 5% growth in this area, so the 02-03 FY target number for new USJF Life Membership<br />

registration is 65 members. Also, the endowment fund is growing, thanks to your support, and this is a great way<br />

to keep the legacy going and to lay the foundation for our younger generation. Good work, Tom.<br />

One of the most difficult tasks that I have as your president is to find good people for key positions. We would all<br />

like to see our organization grow, but we do not have enough budget to cover all of the expenses for the key<br />

people. This means that all of us not only are spending our own time to help USJF/judo, but also are spending our<br />

own funds to do so. I would like to change this little by little so that the key people will eventually only have to<br />

donate their time.<br />

I have been actively seeking and changing key committee chairpersons to revitalize their activities. These key<br />

committees are Finance/Development, Marketing/PR, Promotion, and Endowment. Of course, all of the USJF<br />

committees are important and a very important part of USJF operations. The committees are:<br />

The Promotion Committee and Endowment Committee are elected by the Board of Examiners/Large Yudanshakais<br />

and the Board of Directors. The president does not appoint them but nevertheless, they are very important<br />

committees for USJF. One of the strong images of USJF is in our promotion system. USJF needs to maintain the<br />

integrity of our promotions, such as by meeting the USJF standards, and by giving fair promotions to all<br />

members. However, sometimes we need to show compassion to people in awarding rank. My close friend, Mr.<br />

George Balch, passed away this past March. I put in a request for his 7 th dan promotion to the National Promotion<br />

Board as soon as I found out that his cancer was terminal. Our Board acted very swiftly in approving his<br />

promotion within a week, and his certificate was delivered within 10 days of the request. I was very pleased that<br />

everyone acted so kindly, and the fact that every effort was made to recognize George, I felt was so neat and<br />

great. I will never forget George’s expression of surprise, pleasure, and honor to receive his USJF 7 th dan. I feel<br />

that this is a great example of the USJF spirit that is evident in our current time.<br />

The Endowment Committee (Joseph Ahern – Chairperson) is also very important for USJF. At this point, the<br />

committee is studying the investment strategy for the Endowment Fund. Our fund has grown enough that we<br />

believe we need to professionally manage the fund in order to reach the goal of one million dollars. We are at just<br />

about 43% of that level, and the fund is still growing. Two years ago, the fund was at around 30% of this goal.<br />

Thanks to our Treasurer, the Endowment Committee and, most importantly, our members who supported the<br />

USJF Life Membership program and also those who gave donations to the fund as gifts and/or memorial gifts.<br />

Thank you all very much.<br />

The USJF Board of Directors also approved the creation of the USJF George Balch Scholarship Fund (part of the<br />

USJF Endowment Fund) and Committee at the April meeting. The Fund now totals $14,515 plus $5,100 in<br />

pledges. This scholarship will be given annually to a judo student majoring in education. The details of the<br />

scholarship will be available at usjf.com and also at www.georgebalch.com. Mr. Balch’s student and longtime<br />

friend Mr. James Cornforth heads the scholarship committee, and according to him, that committee is planning to<br />

award the scholarship starting in August 2003.<br />

Aside from the Endowment Fund, USJF raised funds for 9/11 victims ($3,300) and for the Blind Judoka Fund<br />

($800). Also, USJF approved the establishment of the Tamo Kitaura Referee Development Fund. This fund’s<br />

income will be used to help offset the cost of taking the test for PJU C Referee. USJF and Central Coast<br />

Yudanshakai will oversee the fund.<br />

PR and Marketing are working together and creating strategies that align with the new USJF Vision and Mission.<br />

Vaughn, Dan, Ernie, Marisa and Dennis are working hard to make things happen. The Web page is getting better<br />

and better, thanks to Ernie, Vaughn and David, and an online monthly development newsletter has been published<br />

regularly since last April. This involves a great deal of work because of increased development activities at the<br />

national and yudanshakai level. Thank you all very much for your great work.<br />

I am very sorry to report to you that the USJF News was not sent to you last year. Whatever problems there might<br />

have been, it is my responsibility to get out the magazine. I could not achieve this last year and I am sorry. I made<br />

a change to the editor position in July and placed it under the PR Committee. Our USJF News magazine editor is<br />

Ms. Marisa Pedulla (mp@shjudo.com). There is a big push and hard work going on to re-organize to publish the<br />

USJF News magazine. We will be getting outside help for artwork, layout, printing, and mailing, since the<br />

magazine will be sent directly to your home. I am aiming to mail out the next issue by the end of <strong>2002</strong>. Once the<br />

magazine starts to come out, I need your help. The USJF magazine needs your financial support, which means it<br />

needs people to take out advertisements. Hatashita, Anchorage dojo, Saito dojo and Snowgi are our regular<br />

advertisers and the magazine really needs more advertisements. Please contact Dean Markovics or the USJF<br />

National Office for more information regarding magazine advertising.<br />

Finally, again thanks to our Treasurer, Michael Matsumoto, for keeping accurate records and keeping us in a<br />

balanced budget. Thanks to Michael’s leadership and his committee’s efforts, USJF is financially in good shape<br />

and able to run our many programs.<br />

At last April’s meeting, the USJF Board of Directors approved a $10 USJF membership increase due to USJI<br />

needing more funds. However, USJF/USJI insurance costs have increased drastically as of August 30, <strong>2002</strong>. The<br />

USJF/USJI Executive Committees approved a $12.00 increase in our membership – the “insurance portion” - in<br />

mid- September. This is very difficult to take, but USJF/USJI did not have any choice and we needed to approve<br />

this increase in order to continue to be covered by liability insurance. I know this increase may hurt you, however,<br />

please understand that it is a very difficult time for the insurance industry, and every effort was made to keep the<br />

cost as low as possible. I am counting on your continued involvement in judo and USJF even though the<br />

membership fee has increased.<br />

The USJF Executive Committee and National Committees pledge to you that we will put forth our best efforts to<br />

give the highest benefit possible back to you by providing you with more programs, both through national<br />

committees and, most importantly, though your yudanshakais.<br />

Academic Honor Society<br />

Qualified USJF Judo students in middle school, junior and senior high school who maintained at least a 3.7 GPA<br />

throughout the academic year are recognized. If the students meet all the criteria they will be awarded a patch,<br />

certificate and a letter of congratulations. Their name will be listed on the USJF web page and their picture and<br />

name published in the USJF magazine<br />

Criteria for elementary school students was created this year and those students will now also be recognized.<br />

Working on a new patch and emblem for the elementary school students (kindergarten to 4 th grade) that are<br />

different from the other, and more appropriate. Students who maintain high quality class work, good attendance,<br />

and display respectful and courteous relations with teachers, faculty, staff and fellow students will be recognized.<br />

The Marketing Committee looking into grant possibilities for awards or scholarship.<br />

Business Cards<br />

Encourage more club members, instructors, delegates, and committee members to utilize this marketing tool for<br />

their personal use and also to help promote visibility of the USJF logo. Thanks to those who are participating.<br />

Development Newsletter<br />

Reestablished distribution in May by new editor Ernie Wakamatsu, now living in Japan and producing the<br />

newsletter by Internet. July issue featured pictures and individual articles of the USJF Outstanding Award<br />

Winners for 2001-<strong>2002</strong>. Thanks to the Development Committee Chairpersons or representative for their<br />

contribution to that newsletter.<br />

50 th Anniversary Dinner Commemorative Program Booklet & 50 th Anniversary Yearbook<br />

Individual biographies recognizing the individuals who have contributed to the 50 year history of USJF Judo,<br />

combined with the yudanshakai history article in the USJF 50 th Anniversary Commemorative Program Booklet,<br />

was distributed to those who attended the anniversary dinner in Cleveland April 9, <strong>2002</strong>. Thanks to all the<br />

yudanshakai representatives who participated in contributing pictures and articles.<br />

Associate Membership<br />

It is a means for parents, relatives or friends of students to contribute to the club and also for them to be a part of<br />

the USJF organization. Presently there are 320 associate members. This averages only about one associate<br />

member per club. Need to encourage clubs to take advantage of this program for mutual benefit of all.<br />

National Office Oversight Visit<br />

A visit was made on August 30 and 31, <strong>2002</strong> to review current workflow procedure. Of concern was to verify<br />

that an efficient and effective procedure is established for processing checks and to make sure checks will be<br />

processed in a timely manner and accounted for. Other items reviewed were: un-reconciled checks, high speed<br />

Internet access, e-mail group mailings, employee review process, high speed printer, magazine support, web site<br />

support, merchandise availability and other challenges of the National Office.<br />

USJF Tamo Kitaura Referee Development Grant<br />

The grant was established to provide financial assistance in support of the development and growth of USJF<br />

referees. The grant is specifically aimed at USJF referees who have exhibited a degree of technical proficiency,<br />

such that the Governing Organization has identified these individuals as candidates for further testing and<br />

certification through the PJU-C.<br />

Tamo Kitaura Sensei has devoted over 50 years to the sport of Judo as a competitor, instructor, coach, manager<br />

and referee. Throughout this distinguished career, Kitaura Sensei has been instrumental in developing and<br />

mentoring students and has been an active contributor to numerous organizations, which support such activities,<br />

including the Central Coast Judo Association and the United States Judo Federation. In honor of Kitaura Sensei’s<br />

lifelong dedication to and distinguished service in the support of Judo throughout the United States, the Central<br />

Coast Judo Association and the United States Judo Federation has established this grant. Thank you for the<br />

2. Minutes of the 13 July 2001 Finance Committee Meeting (Monterey, California): Upon a motion duly<br />

made, seconded and passed; these minutes were approved as distributed.<br />

3. Old Business<br />

a. Proposed <strong>Officers</strong> & Directors Insurance<br />

ACTION ITEM: Bob Fukuda to work on proposals for this insurance. This matter has been<br />

pending for several meetings.<br />

b. Committee Communications: The proposal for a secure website for Finance Committee communications<br />

has been made to the USJF Webmaster. No action as of this date.<br />

ACTION ITEM: Bob Fukuda to remind the USJF Webmaster of this request.<br />

4. New Business<br />

a. 2000-01 FY Compilation of Financial Statement (Balance Sheets): Reviewed by the Finance Committee.<br />

Upon a motion duly made, seconded and passed; the Financial Statement was accepted as prepared and<br />

submitted.<br />

b. 2000-01 FY Surplus Transferred to Endowment Trust Fund: Reviewed by the Finance Committee with<br />

no exceptions taken.<br />

c. 2001-02 FY Income and Expense Report (Year to Date, As of 15 March <strong>2002</strong>): Reviewed by the<br />

Finance Committee with no exceptions taken.<br />

d. Anticipated 2001-<strong>2002</strong> FY Surplus Funds: Due to the program demands of the Development Committee<br />

for the current year, there are no surplus funds available for reallocation to other programs.<br />

c. Credit Card Payments: A discussion ensued on the problems that the Treasurer has been experiencing in<br />

allocating payments to the correct account due to multiple payments on the same day and totals only<br />

being posted, credit card fees from the transactions, etc. Currently, the Treasurer is posting all credit<br />

card payments to Miscellaneous Income. The Treasurer, President, and Executive Director will attempt<br />

to work out a procedure to correctly allocate credit card payments to the various accounts.<br />

e. Endowment Trust Fund Status Report (as of 27 February <strong>2002</strong>): Reviewed by the Finance Committee<br />

f. <strong>2002</strong>-03 FY Trial Budget (25 March <strong>2002</strong> version): The Trial Budget was reviewed and revisions made<br />

to increase the budget to $403,250. Upon a motion duly made, seconded and passed; the Finance<br />

Committee recommends adoption of the revised Trial Budget (see version dated 9 April <strong>2002</strong>).<br />

g. Change Requirement that Limits USJF Investments in Certificate of Deposits in federally insured Banks<br />

to the $100,000 limit…<br />

(1) M. Matsumoto will prepare a list of all current certificate of deposits (maturity dates, interest,<br />

financial institution, etc.) and distribute to the Finance Committee as a regular report to be<br />

reviewed at each meeting.<br />

ACTION ITEM: Matsumoto to prepare this report.<br />

(2) The Finance Committee will discuss possible investment of USJF reserve funds in investments<br />

with higher returns than CDs. This will take place at the next Finance Committee meeting.<br />

Executive Director’s Annual Report<br />

Promotions<br />

In <strong>Fiscal</strong> <strong>2002</strong>, we processed over 362 promotion applications. The number of foreign documents and<br />

certificates continues to increase. Please remind promotion candidates that we accept only ranks conferred by the<br />

IJF recognized national federation for a country. We verify with each federation the authenticity and accuracy of<br />

each certificate submitted to our office. Promotions by non-recognized entities cannot be accepted and the<br />

applications cannot be processed.<br />

Sanctioned Events<br />

197 events were sanctioned in <strong>Fiscal</strong> <strong>2002</strong>. We are in the process of updating the standard sanctioning<br />

packet as well as our standard waiver and release form. As we have for many years, we continue to provide<br />

customized waivers, tailored to your specific event. Save yourself some time and headache and let the National<br />

Office Staff customize a waiver for your event.<br />

Please remember to:<br />

1. Have your event properly sanctioned before you distribute your paperwork and forms<br />

2. Place the sanctioned event number(s) on the forms<br />

3. Post the approved sanction application with the National Office endorsement for all participants and<br />

vounteers to see.<br />

Remember, once your event is properly sanctioned, it will appear on the sanctioned event listing on our web site.<br />

Thus, the farther ahead your obtain your sanction, the earlier it will begin to appear in our event listings and the<br />

longer it will be in there to attract new participants.<br />

USJF Record Books<br />

Last year, we began distributing USJF Records Books to each of our members. Depending on how your<br />

yudanshakai is having us handle it’s processing, they are being distributed through the yudanshakai or your dojo.<br />

We continue to provide a copy to all new members. We hope that you are putting them to good use, keeping track<br />

of all of your judo activities and accomplishments. If you have any suggestions for improvement, please let us<br />

know.<br />

Membership Fee Increase<br />

In a nutshell, the insurance industry is in a very bad way. Catastrophic losses from the events of 9/11/01,<br />

problem investments in the stock market, and a weak economy has wreaked havoc in the insurance industry. As<br />

their primary concern is profit, they are raising their premiums to make up for their losses and only offering<br />

coverage in markets and situations where there is little risk and large potential for good profits. In markets where<br />

there is too much risk or too little potential profit, they are simply refusing to provide any insurance coverage at<br />

all. These factors coupled with our recent loss/run histories have combined to create the tremendous premium<br />

increase we have experienced. The accident medical market has not been affected too drastically, but the liability<br />

market is terrible and in some sectors almost non-existent, especially for sports and entertainment. All<br />

sports/NGBs are experiencing large increases – even those with excellent loss/run histories.<br />

Thus, our primary individual membership fee along with the USJI primary individual membership fee, has been<br />

raised by $12 to $50 per year. This increase is due to the significant increase in our insurance costs and<br />

maintaining our joint membership/insurance program with the USJI. The secondary membership fee will remain at<br />

$15 for both USJI & USJF.<br />

Joint Registration Program With USJI<br />

We continue with the joint registration program with USJI. Secondary membership is $15. We encourage<br />

our members to support our NGB and purchase a secondary membership with USJI.<br />

Associate Membership Program<br />

Last year we had over 330 Associate Members! Each Associate earns a $5 rebate for your dojo and adds to<br />

your Yudanshakai’s membership count. Download the simplified form from our web site!<br />

Increased Use of Web Site For Information Distribution<br />

New sections of the Handbook is now available on the web site for downloading. We will be working on<br />

a subsection of the National Office section for national meeting information – schedules, minutes, agendas, & etc.<br />

We have started up an email list “USJF_NewsList” to diseminate news, updates, and forms from the USJF<br />

National Office via email to our member dojos, clubs, and members.<br />

To commemorate this occasion, we have commissioned a book by Professor Michel Brousse and Dr.<br />

David Matsumoto. This is a self-funded program, all funding for this project will come from book sales and<br />

New Yudanshakais<br />

We continue to provide information, support, and encouragement for the development of new<br />

yudanshakais, especially in areas of our country where our presence is small or non-existent. If you know of<br />

Athlete Scholar of the Year<br />

Last year, we changed the deadlines in an effort to allow for greater participation in the Athlete Scholar of<br />

the Year Award Program. The application deadline is now in August of each year, this allows students who have<br />

longer academic years to complete their school year and have their transcripts available so that they may be eligible<br />

to submit their application for consideration.<br />

A. National Programs<br />

1. National Teacher’s Institute. Matsumoto reported on this program, which is a major funded<br />

initiative of the USJF. Arrival date 5 June, clinic dates 6-8 June, and departure date 9 June <strong>2002</strong>.<br />

Venue is San Francisco State University. Matsumoto is reviewing contracts now. Flyers and forms<br />

to be sent out January <strong>2002</strong>. It is the goal of the Development Committee to have at least one<br />

person from each USJF dojo participate and get certified. All assistant instructors ikkyu and up are<br />

eligible to participate.<br />

2. National Kata Seminar. Matsumoto reported on this program. Arrival date 9 June, clinic dates<br />

10-12 June, departure date 13 June <strong>2002</strong>. Venue is San Francisco State University. Flyers and<br />

forms to be sent out January <strong>2002</strong>. All Class A certified Kata judges and instructors eligible for<br />

participation.<br />

3. National Referee Seminar. This seminar will occur during the weekend of the Midwestern<br />

Open. Arrival day Thursday prior to the tournament; Friday all day clinic, Saturday on the mat<br />

training, and Sunday morning review. Participant eligibility to be N1 referees and higher.<br />

4. National Junior Clinic. This will be a one-day clinic after the <strong>2002</strong> USJF Jr. Nationals in<br />

Sacramento. The clinicians will be the four funded USJF members who were members of the 2001<br />

World team. Flyers to be distributed in January.<br />

B. Progress reports on clinician lists and selection procedures (memo to subcommittee chairs dated 24<br />

April 2001, reminder at July meeting). No report from any subcommittees. All subcommittees instructed<br />

to provide these lists by 31 October 2001.<br />

C. Progress report on grandfathering rules for NTIC for the new teachers’ curriculum (Nishioka). No<br />

report. NTIC instructed to provide this by 31 October 2001.<br />

D. Progress report on USJI Coaches Conference (Nishioka). The USJI Coaches Conference has been<br />

moved to December. Thus, no report available yet.<br />

E. Follow up to report from Adhoc committee on National championships for juniors in various countries,<br />

modified rules for local and regional junior competition, and weight cutting (JYDS). Mitsuoka reported the<br />

progress his committee is making on this issue. JYDS will be providing a recommendation<br />

on these issues in April, <strong>2002</strong>.<br />

F. <strong>Reports</strong> from Yudanshakais for allocated activities <strong>Fiscal</strong> 2000-01. <strong>Reports</strong> were heard from the<br />

following YDK representatives: Konan, Daiheigen, Northwest, national Kata subcommittee. No reports<br />

were given by 50 th State.<br />

G. Concussion Flyer. Matsumoto reported that he is waiting on the revision of this document from the<br />

chairman of the USJF Medical Committee.<br />

H. Student Handbook. Takemori distributed a copy of this draft, which was discussed in the previous<br />

meeting. Matsumoto to follow up with printing.<br />

I. Committee listing of members. No reports received from any subcommittee, with the exception of the<br />

Kata Subcommittee. All subcommittees instructed to provide this information by 31 October 2001. Kata<br />

subcommittee instructed to provide the list electronically.<br />

J. Annual awards recommendations – type, criteria, and selection procedures. No report given by Kata,<br />

Teachers, Referees, or Sr. Development. All subcommittees instructed to provide these recommendations<br />

by 31 October 2001.<br />

K. As there were many delinquent reports from subcommittees, the chair announced his policy, which<br />

was distributed to all subcommittee chairs by email previously, that no funds would be allocated to<br />

subcommittee work until progress is made on subcommittee tasks previously assigned.<br />

V. New Business<br />

A. Implementation of Chicago 2000-01 fiscal request. Discussion occurred concerning Chicago’s request<br />

to provide funds for their 2000-02 fiscal request. This issue died for lack of a motion.<br />

B. Reconsideration of Chicago 2001-02 fiscal request. Discussion occurred concerning Chicago’s request<br />

to provide funds for 2001-02. Motion was made to do so, but died for lack of a second.<br />

C. It was MSP to allocate $400 for junior awards from the $8,000 discretionary contingency funds for<br />

committee use.<br />

D. A motion to allocate $3,700 for judogi, epaulets (sp?), and patches to winners of the <strong>2002</strong> USJF Jr.<br />

Nationals was referred back to committee, who was instructed to obtain hard data concerning actual<br />

projected costs of the products, and to search for sponsors who would provide them. JYDS to bring this<br />

issue back to committee in April, <strong>2002</strong>.<br />

them to provide 50 top line Adidas judogis for distribution to qualified winners of the <strong>2002</strong><br />

USJF Jr. Nationals, along with 50 epaulets (shoulder patches). The project has been turned<br />

over to Mitsuoka for action.<br />

4. EOY Report (see attachment) – Matsumoto reported that the attached report was delivered to<br />

the board and EC.<br />

5. USJF DC Mission and Vision<br />

1. USJF DC Program Descriptions (see attachment) – Matsumoto reported that the DC<br />

was streamlining its activities into three areas – National programs, Yudanshakai<br />

programs, and miscellaneous programs. The subcommittees will run the first and third,<br />

while Yudanshakais, as important business partners, are sought to plan and deliver<br />

yudanshakai programs, with aid from DC subcommittees. See outline in the<br />

attachment.<br />

2. USJF DC Budget Process (see attachment) – Matsumoto reported that he and the<br />

president had formalized the budgeting process for DC activities, and it is described in<br />

the attachment. It formalizes the budgeting process that we have undergone since<br />

October 2000.<br />

1. Imada reported that his goal in the involvement in DC was to improve communications<br />

expenditures, recommendations had to be made in writing. DC will deliberate on<br />

budgeting issues when written recommendations are received.<br />

4. Technical Research (Matsumoto).<br />

5. Referee Development and Certification (Chi).<br />

1. Keith Hayashi distributed a brief two-page report from Chi. Report to be attached<br />

when received as electronic file.<br />

6. Kata (Shepherd).<br />

1. Shepherd reported that the KDCS did not have a quorum for their meeting, and thus<br />

could not take any formal actions. Some discussion occurred around providing more<br />

kata clinics. Report to be attached when received.<br />

D. Approval of all reports. It was MSP to accept all reports unanimously. All subcommittee chairs are<br />

instructed to provide their reports in writing for inclusion with these minutes.<br />

IV.<br />

Unfinished Business<br />

A. National Programs – Matsumoto reported on the following programs:<br />

1. National Teacher’s Institute. This will occur 6-8 June in San Francisco. Flyers are available.<br />

The clinicians include Professor Naoki Murata from the Kodokan, head librarian, and<br />

Tadahiro Nomura, two time Olympic gold medallist. In addition, one member from each<br />

USJF charter club will have the conference fees waived, as an incentive to attend this<br />

conference (lodging and meal fees still apply).<br />

2. National Kata Seminar. This will occur 10-12 June in San Francisco. Two excellent<br />

instructors from the Kodokan are coming to teach. Priority for participation will be given to<br />

A level kata instructors or judges, and then B level instructors or judges. All others are<br />

encouraged to apply, and will be placed on a wait list.<br />

3. National Referee Seminar. This occurred in March <strong>2002</strong> in Chicago in conjunction with the<br />

Midwest Open. About 30 individuals participated, and the clinic was run by Roy Englert. All<br />

evaluations of the clinic from host, clinician, and participants indicate a very successful<br />

event.<br />

4. National Junior Clinic. This will occur the day after the <strong>2002</strong> USJF Jr. Nationals in<br />

Sacramento. The clinicians will be the USJF members of the 2001 US World team – Grace<br />

Jividen Chapman, Amy Tong, Sayaka Matsumoto, and Neal Takamoto. Their obligation for<br />

having received a stipend from the USJF last year is to provide this clinic at the USJF Jr.<br />

Junior & Youth Development Subcommittee <strong>Fiscal</strong> <strong>2002</strong> Report<br />

The USJF Junior Nationals in Sacramento were well attended and the Judo gis provided by Seka Sports to eligible<br />

first place winners were very popular. HSU Imports provided epaulets for all place winners in return for a full<br />

page advertisement. The USJF paid the tournament sponsors for the placement of the advertisement. Seka Sports<br />

and HSU Imports provided support personnel during the tournament as well as following up after the event. This<br />

kind of partnership can hopefully be continued in the future.<br />

The tournament sponsor decided not to award any outstanding competitor awards. There were inquires as to<br />

whether or not nominations would be accepted. To date, it is at the discretion of the sponsor to decide whether or<br />

not to award outstanding competitors. This practice should be standardized for future events.<br />

The new age brackets were used to match the USJI Jr Olympics and international events for the younger age<br />

brackets. This did not cause any confusion or complaints.<br />

Florida will be the site for the 2003 USJF Junior Nationals.<br />

Outstanding Athlete Awards were presented for the junior and youth competitors. The new criteria using points<br />

for determining the recipient worked well for those classes that the USJI keeps a point log. The younger category<br />

that relies on nominations from the YDK presidents was poorly represented again. This category needs to be<br />

visited again to determine if there is value in continuing to present an award in this age bracket.<br />

The RFP for a new program that improves recruitment and retention of Judo players was submitted on the web.<br />

Two proposals from one YDK were submitted. They will be reviewed at the Jr. Development Committee meeting.<br />

Re: Kata Committee Report from May 31, <strong>2002</strong> through October 6, <strong>2002</strong><br />

Due to my work schedule, I will not be able to attend the <strong>2002</strong> US Open, USJF meeting.<br />

Since the meeting at the Senior National Tournament in Cleveland, Ohio, the Kata Development and Certification<br />

Committee was very busy promoting the kata program. The following are reports received since the April<br />

meeting.<br />

From the 50th State Judo Association (Reported by George Tsubota)<br />

March 22, <strong>2002</strong>. I was asked to teach Goshijutsu to Kona Honganji Judo Club, which is located on the Island of<br />

Hawaii. It was a two day clinic with 7 people for the first day and 6 people on the second day.<br />

Clint Tsubota assisted me in the two day clinic. It was really good to see the old timers practicing their kata.<br />

May 5, <strong>2002</strong>. The 50th State Judo Association monthly tournament, included kata competition for Bantam<br />

Division: 6 years to 9 years old, Hodokan 1st place. Jr. Division: 10 years to 13 years old, Hodokan 1st place.<br />

Hodokan 2nd place. Youth Division: 14 years to 18 years Hodokan 1st place. The other clubs did not enter any<br />

contestant due to other sports.<br />

May 25, <strong>2002</strong>. A Nage no Kata and Katame no Kata Clinic was held at Waiakea Judo Club on the Island of<br />

Hawaii. 19 Students attended this event with 2 learning Katame no Kata. We went through all 5 sets of Nage no<br />

Kata. They were very happy with the clinic.<br />

Katame no Kata students could now practice at their own Dojo until the next time we return. Two Ikkyu students<br />

passed their shodan requirement of Kata. Daniel Terada and Ernest Miyamasu assisted with the Nage no Kata<br />

instruction. Miles Tsubota and George Y. Tsubota taught the Katame no Kata.<br />

During the day we practiced Juno Kata, Nage no Kata, Katame no Kata, Kime no Kata and Goshin Jitsu. At the<br />

evening we had fee practice from 7 pm to 9 pm. We practiced Koshiki no Kata and Itsutsu no Kata during those<br />

evening sessions. Students also used this time to review what they did during the day practice.<br />

Though we had a very small turnout, this allowed for private instruction. The instructors have so much<br />

knowledge in kata. Participants gained so much this 2nd Annual Kata Conference. We definitely should hold the<br />

National Kata Conference again<br />

We appreciate the work of David Matsumoto and assistant, Margaret Catt, for making the arrangements on site.<br />

July 4, <strong>2002</strong>. The Jr. National Nage no Kata and Certification Clinic was held on July 4 at Hyatt Regency in<br />

Sacramento, California. The clinic started with registration at 8:30 and morning practice from 9:00am to 12:00<br />

noon. A lunch break was held from 12:00 until 1:00 pm. The afternoon session from 1:00 to 4:00pm was used to<br />

review Nage noKata and give the certification tests.<br />

Head clinician, Eiko Shepherd taught the advanced, adult students and assistant clinician, Teri Schweitzer taught<br />

the junior participants. On the mat both junior and senior participants showed great interest. The clinicians covered<br />

the fine details of the Nage no Kata.<br />

It seems every year this Kata clinic is drawing more and more interest. One adult participant made a special trip<br />

from Idaho just for this clinic. Also, we had several participants from Hawaii and California.<br />

July 8, <strong>2002</strong>. The <strong>2002</strong> Jr. National Kata Championships took place at the Sacramento Convention Center on<br />

Sunday, July 8th. At 6:45am the Kata judges and recorders received instruction from the kata Chairperson. The<br />

6th Annual Junior and Youth Kata Championships began at precisely 7:30 am.<br />

It was impressive to see the Junior and Youth team’s perform the Nage no Kata! The level of ability was<br />

excellent. We hope to add Katame no Kata to the next year’s Kata Championships and Give these young judoka<br />

another challenge.<br />

June 29,<strong>2002</strong>. The Kodokan Instructors held a kata clinic in Found du Lac, Wisconsin. Clinicians were Sensei<br />

Ichiro Abe, 9th Dan; Sensei Michio Fukushima, 8th Dan; Sensei Hiroyuki Hirano, 6th Dan; Sensei Yoshiharu<br />

National Teachers Institute Subcommittee <strong>Fiscal</strong> 2001-<strong>2002</strong> Year-End Report<br />

National Teacher’s Institute Conference was held June 6 – 9, <strong>2002</strong> at San Francisco State University. Margaret<br />

Catt and Jung Wook-Choi administered the conference to a great success. We were fortunate to have presentations<br />

made by some of faculty of San Francisco State University, along with Hayward Nishioka, Steve Cohen, 1996 &<br />

2000 Olympic Gold Medallist Tadahiro Nomura, and Mr. Naoki Murata from the Kodokan. It was a<br />

tremendously enriching experience for all who were able to participate.<br />

In addition to the National Teacher’s Institute Conference, the NTIS has conducted two successful clinics this past<br />

year and hope to continue our progress towards providing leadership in the area of instruction. We are also in the<br />

process of negotiation for a standardized manual and program for level “E” coach certification. The NTIS has<br />

been instrumental in the decision making process for the allocation of monies to yudanshakais.<br />

With the blessing of Intermountain YDK I was able to attend the National meetings as the Vice-President and<br />

President from 1998 to <strong>2002</strong>. In October 2001 I was asked to be a Vice-Chair of the National Teacher’s Institute<br />

Subcommittee. I was asked to become the NTIS Chair April <strong>2002</strong> meeting with the resignation of Hayward<br />

Nishioka. As Mr. Nishioka is a mentor and I have a great admiration for his humanity and his work on the<br />

national level for the USJF and USA Judo, it was with great sorrow and remorse that I accepted the position.<br />

The light within this darkness was that he would continue to serve on the NTIS committee and continue his work<br />

on the manuals that will be critical to the success of the program.<br />

As I learn the aspects of the NTIS committee, it has many responsibilities including national coach certification<br />

and awards as well as teacher curriculum and certification. This year brings grandfathering issues to those of<br />

experience and judo teaching practical application and knowledge. It will be the responsibility of the committee to<br />

propose policy and procedure to the Board of Directors that will lend credibility and credence to a teaching<br />

certificate.<br />

Knowing the time limitations of Mr. Nishioka, I turned to President Saito for tutoring in my position and tasks set<br />

before the NTIS committee and myself as a facilitator. From the recommendation of President Saito, there was a<br />

meeting with Dr. Matsumoto, Robert Fukuda, Margaret Catt, and myself to discuss the curriculum outline as it<br />

existed, with specific emphasis on Levels C, B, and A. Discussion of any teacher success is measured by the<br />

outcomes demonstrated by the student and the ability to operate and sustain the dojo much like a business. In<br />

August <strong>2002</strong> writing details of a judo curriculum for teachers that focus on student outcomes and business skills<br />

has begun for a place to begin detailed discussions by the NTIS committee beginning in October <strong>2002</strong> in Las<br />

Vegas, Nevada, with a goal of having a final version to Dr. Matsumoto by January 2003 for him to propose for<br />

adoption in April 2003 by the vote of the Board of Directors of USJF.<br />

Just before Mr. George Balch (Shichidan, friend and loyal supporter of USJF since its inception) passed<br />

away on March 22, <strong>2002</strong>, a warm outpouring of gifts and sentiments to honor his life and his contributions to<br />

judo began arriving from friends. It became the desire of Mr. Balch and his family to establish a living tribute in<br />

his name by using the funds as a scholarship for judo student(s): worthy young people who would become active<br />

judo leadership in the future.<br />

With that impetus, Mr. Jim Cornforth, one of Mr. Balch’s closest friends, accepted the responsibility to<br />

chair a USJF program to raise funds and promote the program. Mr. Robert Brink and Mr. Hayward Nishioka<br />

accepted the responsibility to also serve on the committee. Mrs. Elizabeth Balch serves in an honorary capacity.<br />

The committee has made considerable progress this year. A professionally designed interpretive brochure<br />

and scholarship application has been developed and is being distributed. Mrs. Balch played a major role in<br />

finalizing the look of the brochure. Committee thanks go to Mr. Noboru Saito, the Saito Dojo and Michigan Judo<br />

Development Association for the seed money, which helped fund the developmental stages of the program.<br />

Through some very kind and generous contributions, $14,610 has been raised so far. There is an<br />

additional $5100 in pledges due. This money has been entrusted to the USJF Endowment Program for investment<br />

purposes. It is currently invested in the Money Market and is earning 1.8% interest. When the market stabilizes,<br />

other investment avenues will be considered. The committee has set a modest goal of adding an additional $3000<br />

to the principle each year by soliciting contributions.<br />

It is the goal of the George C Balch Scholarship Fund to assist college bound student(s) who are planning<br />

on entering the education field with annual stipends of up to $1000 per year. The candidates must be active USJF<br />

members and they must maintain their membership affiliation with USJF in order to remain eligible for continued<br />

funding. The exact amount to be awarded will be dependent upon the earning capacity of the principle in the fund.<br />

Contributions to the George C. Balch Scholarship Fund may be made directly to the Endowment Fund of<br />

the United States Judo Federation. Donors should specify their desire for their contribution to be for the George<br />

C. Balch Scholarship to avoid any confusion.<br />

Annual Report<br />

We received 59 new life members during our fiscal year September 1, 2001 to August 31, <strong>2002</strong>. This has brought<br />

in $13,212.00 to the Endowment fund. The previous year we had a great year with 62 new members. We didn’t<br />

achieve this year’s goal of 65, but we were close in getting near what we did last year.<br />

I am asking each Yudanshakai delegate to push the benefits of being a life member in his/her Yudanshakai. With<br />

the help of the Yudanshakai President and other officials in the Yudanshakai, we can top our high of 62 new<br />

members in a year.<br />

We have come a long way in increasing our life membership. We hope that we can continue receiving support of<br />

our life membership program. This program helps support the other programs in the U.S.J.F.<br />

Continuing to look for tools to promote the USJF clubs, yudanshakai, and to be of value to the members with the<br />

following in mind:<br />

• Provide tools that will be of value to individuals, member clubs and yudanshakai, such as pamphlets,<br />

posters, record books, and student handbooks, and “How-To” manuals.<br />

• Keep the cost for the tools reasonable to individuals, member clubs and yudanshakai.<br />

• Find a means to involve all the member clubs and yudanshakai in the common goal of increasing<br />

membership and retaining present members.<br />

• Survey individual members, clubs and yudanshakai to determine what they want or need.<br />

• Find means of communicating the availability of the tools and available resources to the membership.<br />

• Coordinate and work together with the Marketing Committee, Web Site Committee, Merchandising<br />

Committee, the National Office and the advisors to the President in ensuring the Vision and Mission<br />

Statement of the USJF is the common goal.<br />

Web Site and E-Mail<br />

Achieved this year’s goal of 16,000 hits per month in July <strong>2002</strong>, when we received a record 16,504 hit. Up over<br />

3,000 hits from same time last year. Each month this year has exceeded the previous year’s amount of visitors.<br />

Continually upgrading and improving site to provide a better service for our visitors. The web site committee,<br />

with help from Neil Simon and Dean Markovics, are trying to determine what visitors are looking for and what we<br />

should be providing.<br />

We are going to be providing information to people who may not be members, and to those who are just browsing<br />

the site. “How to find a Judo club in your area”, “What is Judo?”, “What is a yudanshakai?”, etc., will be pages<br />

that will be added. This hopefully will better introduce non-Judo people to the site and to Judo<br />

Continually exploring several possibilities in high speed Internet access. Building up address book for group<br />

contact and dissemination of information by e-mail. Should have high-speed access before the end of the year.<br />

Suggest that yudanshakai establish their sub-site on the USJF site or at least link with the USJF site.<br />

Yudanshakai officers and Development Committee Chair (or their representative) should continually update their<br />

area on the USJF site.<br />

Merchandise<br />

Continuing to explore ways to increase exposure of the USJF logo and to increase profitability. Looking at<br />

incentive and licensing agreement possibilities with Judo vendors. Will build up small inventory at National<br />

Office to avoid long waits and items not being available. Need to revamp and update web site.<br />

USJF Posters & Brochures<br />

With planned purchase of high-speed printer, the National Office will be able to produce the brochures and posters<br />

and again make them available to the clubs at more reasonable rates.<br />

USJF Magazine<br />

Plans to distribute the newly reinvented USJF magazine by the end of the year. New editor, Marisa Pedulla, is<br />

currently putting together staff of assistant editors and outlining format of the new magazine. Currently receiving<br />

bids from printing and publishing companies for the production and direct mailing of the magazine to each<br />

household. The USJF greatly appreciates the many years of service and contribution from former editor, Martha<br />

MacDermaid and her staff of assistant editors, Rusty Kanekogi, Kevin Asano and others.<br />

Much appreciation and gratitude for the great effort of Marisa Pedulla, Neil Simon, Dean Markovics and Stilman<br />

Davis (publisher and electronic typesetter in Gloucestershire, UK) in preparation of the USJF magazine in meeting<br />

the next scheduled printing before the end of the year.<br />

I am pleased to report that we have not received any formal complaints during the past fiscal year.<br />

Outside of reviewing age-waiver requests and other items of consider for this past summer’s Jr. Nationals in<br />

Sacramento, it has been an uneventful year for the Standards Committee.<br />
