Kerkrade Foundation, where he was responsible for the artistic management of the WMC's of 1989, 1993 and 1997. In this time the WMC Kerkrade became recognized as the world's major international festival for wind music. In 1989 he was co-organiser of the very successful 4 th International WASBE Conference in Kerkrade, which WMC hosted in the last week of the 1989 11 th WMC. With its many contacts to e.g. Artfactor Music Utrecht (formerly UNISONO), WASBE, WAMSB, MBE, CISM, EBBA, Mid-West Clinic, the Dutch Bandirectors Union (BvO), the American Bandmasters Association (ABA) and all known band federations around the world, WMC plays a major part in the development of the international wind music sector. Besides the contests for Wind Bands of various kinds, Marching and Show Bands and percussion ensembles, WMC organizes internationally famed activities like the International Conductors Contest and Conductors Course, the International Composition Contest, a Contest for Soloists and Ensembles, and many clinics, symposia and workshops. WMC is also responsible for the setting up of the Concert Division, a special contest division for the world’s best Wind Bands in which these are given the possibility to present full concerts of important repertoire to an international jury. Besides in the quadrennial World Music Contest, WMC also organizes the Open Dutch Championships for this Concert Division in the years between two WMC's. In 1993 WMC became part of the Dutch National Arts Programme and receives structural grants from the Ministry of Culture and Sciences, the Province of Limburg and the City of Kerkrade. In 1999 Harrie Reumkens was appointed artistic director of the WMC Kerkrade Foundation and in this capacity has led the 14 th WMC 2001, which celebrated the 50 th anniversary of this festival as well as the very successful 15 th and 16 th editions of this festival in 2005 and 2009. WMC Kerkrade Foundation is now preparing for its 60 th anniversary in 2011, and Harrie is one of the three members of the main organizing committee. On behalf of WMC, Harrie Reumkens is a member of WASBE, WAMSB, MBE, and he serves on the board of MBE and as vicepresident in the new Youth Band-programme of the combined World organizations for Wind Music in cooperation with the United Nations. In March 2010 at their Charleston Conference, Harrie Reumkens was officially accepted as Associate Member of the American Band Masters Association. “Harrie Reumkens has always stood for the enhancement of the original international band repertoire, and in his capacity as artistic director for WMC Kerkrade was responsible for many commissions to both Dutch and international composers. He will continue to do so in as many years to come as will be given him, but urges the many band music traditions around the world not to neglect their own classical band repertoire. Bands coming to the Kerkrade festival are always encouraged to play important original compositions of their own national or regional band tradition.” Phillip Scott came to the United Kingdom from his native USA and trained as a pianist and clarinetist at the Royal Academy of Music in London. He has conducted some of the UK’s most highly regarded youth bands and orchestras including the Wiltshire Youth Orchestra (assisting Lionel Friend with the preparation of Act I of Wagner’s Siegfried), the Wells Cathedral School Symphony Orchestra and, at the Royal Festival Hall and Royal Albert Hall, the East Sussex Youth Orchestra. In 1986, while he was Head of Woodwind at Wells – one of the four specialist music schools in England – he became founder conductor of the Wells Cathedral School Wind Ensemble. He has recently returned to this group as guest conductor, giving a memorable performance of Michael Colgrass’s Winds of Nagual in January 2009. Phillip has conducted the National Youth Wind Ensemble of Great Britain since its foundation in 1998, making his BBC Proms/Radio 3 debut with them in August 2000. He has appeared with NYWE at the 2003 and 2007 WASBE Conferences and will be conducting the Ensemble on their East Asia Tour in July this year, during which they will appear at the WASBE Conference in Chiayi City, Taiwan. Vision Statement I joined WASBE in 2000, shortly after I became conductor of the National Youth Wind Ensemble, and quickly came to regret that I had not signed up many years earlier: WASBE raised the bar for me, as it did for NYWE’s teenage musicians. Our appearances at the conferences in Sweden (2003) and Killarney (2007) gave us the chance to prepare largely contemporary programmes for these specialist audiences and our standard leapt forward with each conference. During the last twelve years, I have focused primarily on bringing new music to the youth groups I have directed. Through our own commissions of leading British composers such as Philip Grange and Joseph Phibbs, young people in NWYE have had the chance to work directly with creative artists. New members have often had to travel a great distance in order to understand music of such contemporary aesthetic, but a letter from a former member of NYWE encourages me to continue on this road: “I found myself wanting to try and understand what this modern music was all about. I began hearing things in the music that I’d never heard before, and finding the music in the notes. My musical tastes and ideas have really broadened, and my understanding of what music is has been completely transformed.” If successful in the ballot, I will want to bring this proselytizing enthusiasm to a broader stage, and to encourage youth ensembles from every culture to embrace contemporary art music of the highest quality in order that the professionals of tomorrow will be enabled to “find the music in the notes” within the music of their time.
