MARINE CORPS SECURITY<br />
COOPERATION GROUP (MCSCG)<br />
The Marine Corps Security Cooperation Group<br />
(MCSCG) achieved full operational capability in October<br />
2012 as a unique command that consolidates all<br />
facets of security cooperation (SC) to include advisor<br />
skills, training and assessment expertise, and security<br />
assistance program management. MCSCG is commanded<br />
by a Marine colonel and has a total of 203<br />
personnel organized into a headquarters staff, instructor<br />
group, and regionally aligned coordination, liaison,<br />
and assessment teams (CLATs). The command<br />
is assigned as a subordinate element of Marine Forces<br />
Command (MARFORCOM).<br />
The MCSCG mission is to execute and enable security<br />
cooperation programs, training, planning, and<br />
activities in order to ensure unity of effort in support<br />
of <strong>USMC</strong> and Regional Marine Component Command<br />
(MARFOR) objectives and in coordination with operating<br />
forces and MAGTFs. These include assessments,<br />
planning support, SC related education and training,<br />
and advisory support to ensure the accomplishment of<br />
<strong>USMC</strong> and Regional Marine Force (MARFORs) Component<br />
Command SC objectives. MCSCG achieves<br />
this by concentrating on these three SC focus areas:<br />
Build relationships, facilitate access and building<br />
partner capacity (BPC).<br />
MCSCG accomplishes its mission through six<br />
principal lines of effort in order to provide integrated<br />
security cooperation solutions:<br />
1. Security Assistance/International <strong>Programs</strong>: Coordinate<br />
and manage Security Assistance education<br />
and training programs.<br />
2. Foreign Security Force – Capability Based Assessments:<br />
Conduct detailed and comprehensive assessments<br />
that inform the SC Planning Cycle.<br />
3. Security Cooperation Engagement Plans: Develop<br />
long term and enduring Security Cooperation<br />
Engagement Plans with our partners and provide<br />
deployable planning support elements to the<br />
regional MARFORs.<br />
4. Education: Provide resident and deployable instruction<br />
to Marine Corps personnel assigned to manage<br />
SC activities.<br />
5. Training: Provide SC training to Marines tasked to<br />
conduct SC missions.<br />
6. Unity of Effort: SC coordination across <strong>USMC</strong> and<br />
Maritime services.<br />
