Introduction<br />

The Individual Marine is the heart and soul of the Nation’s Marine Corps.<br />

The Individual Marine is trained, educated, and equipped to operate across<br />

the broadest spectrum of missions and tasks — a “middleweight” fighter optimized<br />

for crisis response but equally capable in global engagement, irregular<br />

warfare, or responding to larger threats worldwide.<br />

Marine ground combat forces will be staffed with disciplined, highly<br />

trained, well-educated, and superbly led Marines who thrive in uncertainty,<br />

exploit chaos, solve complex problems through simple means, and take prudent,<br />

ethical, and decisive action. These Marines will be armed with superior<br />

weapons and equipment that enhance shared understanding of the battlespace<br />

and enable rapid, coordinated action — all without overburdening the Individual<br />

Marine or compromising our expeditionary agility.<br />

Today’s Marines are operating superbly in every clime and place. The<br />

Marine Corps leadership has an obligation to their Marines, their families, and<br />

the Nation to be prepared for tomorrow with an eye to lightening the current<br />

fighting load. While a Marine’s focus in the field is on excellence and mission<br />

accomplishment, the focus of Marine Corps programs is on the “tools” needed<br />

for operational success. America’s Marines deserve nothing but the best that<br />

the Nation can afford.<br />
