MARINE AIR GROUND TASK FORCE<br />
(MAGTF) COMMAND AND CONTROL<br />
VISION STATEMENT<br />
MAGTF C2 focuses on the simple premise of getting<br />
the right information to the right Marine at the<br />
right time in order to make timely and informed decisions.<br />
MAGTF C2 is leader-centric, network-enabled<br />
and is intended to support the continuous decision<br />
making cycle of commanders at every level to ensure<br />
they are positioned to best plan, direct, coordinate, and<br />
control. Networked C2 capabilities will connect all elements<br />
of the MAGTF with joint forces and mission<br />
partners to create unparalleled information sharing<br />
and collaboration, adaptive organizations, and a greater<br />
unity of effort via synchronization and integration<br />
of force elements at the lowest levels. Commanders<br />
will have the ability to command and control disaggregated<br />
forces across great distances to allow Enhanced<br />
MAGTF Operations (EMO) down to the company<br />
level and below. MAGTF C2 has, at its core, the following<br />
ideas:<br />
• Commander/Leader Centric<br />
• Network enabled<br />
• Information Assurance<br />
• Collaborative, shared situational understanding<br />
• Performed by all echelons<br />
• Can be performed anywhere in the operational<br />
environment<br />
MAGTF C2 ROADMAP<br />
The Deputy Commandant of Combat Development<br />
and Integration has published the C2 Roadmap<br />
for FY <strong>2013</strong> (https://ehqmc.usmc.mil/org/mccdc/default.aspx).<br />
The MAGTF C2 Roadmap document is<br />
capability-based and informs resource and acquisition<br />
oversight requirements. This yearly update to the FY12<br />
baseline expands upon the previous annual version and<br />
evolves in coordination with other Capability Portfolio<br />
Management (CPM) and other elements of HQMC<br />
to provide a streamlined foundation for informed decision<br />
making. The FY13 edition of the MAGTF C2<br />
Roadmap will address FY13-FY21 proceedings, focusing<br />
on the Program Objective Memorandum (POM)-<br />
15 investment cycle.<br />
MARINE CORPS INFORMATION<br />
ENTERPRISE (MCIENT) STRATEGY<br />
The Marine Corps Information Enterprise is<br />
defined as the Marine Corps information resources,<br />
assets, services, and processes required to achieve decision<br />
and execution superiority, and to share information<br />
and knowledge across the Marine Corps and<br />
with mission partners. The MCIENT Strategy prepares<br />
the Marine Corps for the future by establishing a vision<br />
for the Marine Corps as an information enterprise<br />
and by providing the objectives necessary for enhancing<br />
Service core competencies, defeating adversaries,<br />
supporting allies and mission partners, and performing<br />
the Marine Corps legislated role.<br />
Vision<br />
The Marine Corps will continue to meet the challenges<br />
of a complex security environment, fight and<br />
win the Nation’s battles, and endure as the Nation’s<br />
expeditionary force in readiness. To ensure these imperatives,<br />
the Marine Corps must evolve into a knowledge-based<br />
force that leverages seamless enterprise capabilities<br />
across the spectrum of conflict in order to<br />
enhance decision making, achieve knowledge superiority,<br />
and gain tactical, operational, and strategic advantage<br />
over the Nation’s adversaries.<br />
Strategy<br />
Achieving the vision requires the development of<br />
improved mobile, seamless, and secure communications<br />
and IT services across the Marine Corps Information<br />
Enterprise. Communications and services with<br />
these characteristics facilitate collaboration, coordinated<br />
actions, and instant or near real-time access to mission-<br />
