Introduction<br />

The Marine Corps Command and Control (C2) Initial Capabilities Document<br />

(ICD), approved by the Joint Requirements Oversight Council in February<br />

2008, and the Marine Corps Functional Concept for C2, approved in<br />

2009, incorporate joint integrating concepts and C2 mandates. Together, they<br />

articulate our goal of delivering end-to-end, fully integrated, cross-functional<br />

capability, including forward-deployed and reach-back functions. They emphasize<br />

that C2 must be leader-centric and network-enabled, and that individual<br />

Marines must understand their commander’s intent and be able to carry<br />

out complex operations. The C2 ICD, Functional Concept, and the Marine<br />

Corps Information Enterprise strategy described in this section will enable<br />

Marine Air Ground Task Force (MAGTF) commanders to exercise effective<br />

C2 and bring together all warfighting functions into an effective fighting force.<br />

In addition, these programs support the ability of the MAGTFs to function in<br />

an integrated naval environment and participate in or lead joint and multinational<br />

operations.<br />
